from the dialogue of this quest, it's somewhat confirmed that the voice was Nicole's, yes
Update from 4.2: The third descender is dead and her remains were used as the Gnoses. So it can't be Alice.
So, Nicole spoke to Aether during scara quest.
So, she must be a descender?
Alice also remembers Scara, the whole hexenzirkel should be, so I doubt any of the witches are Descenders

Most likely not. The witches are just ridiculously powerful, otherwise there should be more than 3 descenders.

Seeing how tracing the history of tevyat trough fictional stories its something they do I doubt they are descendants at all, maybe only Alice
I am now convinced that they are saving Alice for the end of Teyvat's arc or the next one. BTW this cutscene is amazing and reminds me a lot of Re:Zero.

I do have to wonder, if Albedo knew this was Hexenzirkel, why did he still have to investigate? Did it take him until Alice showed up to realize what was going on or did he realize it sooner and was just being extra careful by checking the place out?
He probably had nothing better to do, and wanted to coach the others along on their investigation, he is a teacher after all.
