The film starts with shots of Romsey and Romsey landmarks including the River Test. Next is footage of the Romsey Show, starting with a shot of silver trophies. This is followed by shots of the river and a shot of the Plaza cinema.
Next is footage of the Festival Queen being crowned by Douglas Fairbanks Jr, alongside the mayor and local councillors.
This is followed by more shots of Romsey, footage of school sports and tea in a garden. The film ends with a procession as crowds wave flags and the Queen arrives with dignitaries.

As a resident of Romsey, to see this film has bought wonderful memories of my early childhood in the town, I would say this film is mid 50's and to visit the town today in 2017, a lot this film is recognisable today. Thanks for posting.

terrific footage. Very amusing at 08.30 when the little boy drops the Carnival Queen's crown.Certainly looks like mid/ late 1950s . Includes New Forest Show (police officer guarding the trophies).
Douglas Fairbank jnr was at the Romsey Festival of 1949 which the Chamber of Trade organised to promote shopping in the town. The guarding of the trophies was at The Romsey Show, Broadlands 1951.

April 28th was a Monday in 1947 and 1952 - see poster at 1:21. I don't see any 1950s cars so I would choose the earlier date for some of the film.
