It doesn't matter that in law he's fine since it's outside. He's on the company property, working for the company, on company time, so he has to follow policy to the letter.
And I think his insurance would not cover him leaving the area of the business in a security capacity. Company policy would probably restrict him also. If he were attacked by a "shady guy with a camera" off the premises he'd not get a pat on the back from his bosses.

The grumpy guy on the gate does realise that discharging a firearm into the air the round would have to come down possibly hitting somebody then complains you would be breaching H&S. 4:44 I'm sure the guy's vaping will be against company policy. They typically say that smoking and vaping can only be done in a certain place and is not allowed anywhere else. It doesn't matter that in law he's fine since it's outside. He's on the company property, working for the company, on company time, so he has to follow policy to the letter.

And I think his insurance would not cover him leaving the area of the business in a security capacity. Company policy would probably restrict him also. If he were attacked by a "shady guy with a camera" off the premises he'd not get a pat on the back from his bosses.
