PA is not powerful, efficient, or fast. It requires build arounds, and a setup to do anything. It has no protection or redundancy. It costs 7 mana. It's also an artifact, meaning it can be targetted by more than just creature hate.
There are a myriad of cards viable in EDH that outclass PA in every way.

PA is a powerful card, just not necessarily a staple.
If you’re playing against a solitaire “I win” combo/aggro deck, they can’t do much about it, and are basically forced to conceed.
There are ways to recur it, protect it, flash it in. It’s vastly underated when you play it in a deck that likes to pay life to kill your opponent, or with other “you lose” cards that simply get ignored.
The problem you have with PA is it is not inheritantly an offensive card. It’s not a Craterhoof. Defensive cards always get a bad rap, but consider Craterhoof does nothing against an opponent with a PA on the field.

A guy I used to play with had a Gisa and Garalf deck with the main piece being Sheoldred, and after he made the deck more efficient at getting her out, he could only be beat by one other person. I came close once and had him at 1 life point, but he managed to wipe my board and kill me while everyone else, who had agreed to kill him but barely did anything against him even though at least one could have, and that was the one saying we should take him down, scooped. After that is when he tweaked the deck to be faster because of me.
