You instantly know that they are going to cancel the job and start up again later with another contractor who have a substandard safety culture.

He's basically saying that he showed these guys that even if you can't afford to test every design idea, you can do a computer simulation analysis to get an idea of whether or not this is a good idea beforehand. Finite element analysis (FEA) basically takes an object or an assembly, breaks it down into little tiny pieces (elements) and performs complex physics equations on them based upon what materials they're made out of (carbon fiber, titanium, acrylic, etc.) to analyze how those pieces will interact with each other and subsequent pieces, so on and so forth. I'm an aerospace design engineer, I do this kind of stuff all the time. It helps you decide on the feasibility of a design path before you get to the point where you've invested vast amounts of money into prototypes and testing them. If these guys at OceanGate weren't even willing to do FEA simulations it really shows that this company had a breakneck engineering culture and likely massive financial issues.

But it was left as a hanging Chad" So, he confronted Rush about the Titan design, he urged him to slow his approach, but of course, he rejected him and all his colleagues' concerns.
That doesn't matter. Just because something is rated to 99 doesn't mean it will break at 100. It just means that it can safely be used, however many times, up to 99 (random non-unit number to prove the point). But above that, the chance of failure starts increasing at a rapid rate. Spare tires on your car *might* make it to 100 mph, but the chance of catastrophic blow out would be huge. So the fact that you might make it to 100 mph on them means nothing.
You’re missing the point. Which was that the sub was an assemblage of death traps travelling in loose formation and it was a competition to see which failed first… and that Ocean Gate had a culture of avoiding even cheap testing via computer simulation.
