I think it is wrong. Reggae is usually notated with the backbeat on beat 3, not 2 and 4. That would make the 8th and two 16ths a quarter and two 8ths, or a standard jazz ride pattern, which makes a lot more sense since 16ths aren't usually swung.

You can count it “1-&a 2-&a”, in a swung feel.
If you write it out in cut time, you can it “1 2& 3 4&” in swung feel

Technically no. Yes - reggae is usually counted as an 8th note shuffle feel with the backbeat on 3, but this is the same thing audiologically.

This is not counted correctly. The kick and snare together is on the 3.
If you're dropping the one drop kick on two and four, then it's not one drop, and you're counting wrong.

Hence the swing feel.
