NOPE. Jimi was first and still is. Eddie was very technically proficient in his niche, but Jimi played and wrote much deeper music. And a bit wider, stylistically. The breadth and scope of his output (Jazz fusion: 3rd Stone, the first funk rock: Band of Gypsys album, best 12 bar blues ever: Red House. Jimi NEVER needed a schticky Diamond Dave or a Sammy to add visual appeal. Eddie had great moments :Eruption. Jimi's entire performances were momentous and groundbreaking throughout his entire career. Not so much for Eddie after Dave left, he demoted Michael Anthony from equal band member to hired hand and the powerful spirit of that band of 4 people was cut by half. Jimi was great and complete by himself or with any lineup. The GOAT.

This video is from the Miami Pop Festival in the Spring of 1968 at Gulfstream Park in Hallendale, Florida. I saw him live in Miami in Aug. of 1970, a few weeks before he died. He blew me away and I was astonished as I watched him play. His hands barely moved as a flurry of notes came out of his speakers. Mind Blown!!!

You are right. Hendrix was inventing things as he went along. Music flowed through him and he simply played what was inside him.
In his day….. he was big. Popular and embodied the coolest of cool dudes. Every guy alive then wanted to play a guitar as good as him.
