Judicial Drug Task Force & Arkansas State Police HIGH SPEED PURSUIT of Federal Fugitive - 113MPH PIT

- Trooper's Narrative:
On March 8th, 2024, at approximately 2:03 P.M., I, Trp. Dairren Evans #573, was stationary at the Bridgeport scales along
Interstate 40 West. I was then notified by a 2nd Judicial Drug Task Force Agent of an ongoing pursuit of a federal fugitive in
West Memphis headed towards the Interstate via Troop D communications radio. I then got on Interstate 40 and attempted to
intercept the pursuit. As I was catching up to the pursuit the DTF Agent was giving frequent updates as to the location and
driving of the suspect vehicle. The suspect vehicle had attempted to run an agent off the road and rammed another agent's
unit. The suspect vehicle struck an unoccupied vehicle in the process of fleeing inside the city and attempted to drive the wrong
way on Interstate 55 North before being forced to drive in the correct direction by officers who impeded his path.
At this time the pursuit continued on Interstate 55 North then onto Interstate 40 West where I was able to intercept near the 271
Mile-marker. When I became the primary vehicle in the pursuit the suspect vehicle showed no signs of stopping and due to the
reckless operation, it was determined the pursuit needed to be ended to protect innocent third parties on the roadway. I
performed a Tactical Vehicle Intervention to stop the dangerous flight of the suspect. This caused the suspect vehicle to exit the
roadway to the right and collide with a ditch. Upon this collision, the suspect vehicle overturned several times thus ejecting two
occupants. Both occupants were conscious and responsive when checked by officers, however, an Ambulance was notified to
check them both.
The driver of the suspect vehicle was identified as Oscar Block of Arkansas. The passenger in the
vehicle was identified as Patricia Morgan of Mississippi. I briefly spoke to Mrs. Morgan about her involvement, and
she stated that the suspect would not stop after she pleaded with him the whole time and that it was her car that he was
operating.
Once paramedics arrived on the scene it was decided that both occupants needed further medical attention. Both occupants
were transported to the Regional One Health Hospital in Memphis, TN for treatment.
Warrants for Oscar Block will be filed through the Crittenden County Prosecuting Attorney for the following charges.
5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH
27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST
27-37-702: NO SEATBELT
27-22-104: NO LIABILITY INSURANCE
27-16-303: DRIVING ON SUSPENDED LICENSE

Watching this video as a truck driver, I am so sick of all these other truck drivers hanging out in the left lane for no reason.
Although I am retired from truck driving, I agree with you. The only thing I miss is the money I made.

My son drove truck for 30 years and quit due to these “new” truck drivers not following the rules both on the road and while dropping a load.its sad, he loved his job.
don't want to sound too xenophobic, but a lot of these new drivers are foreign born-new to the US and just don't know any better. :(

That was the smoothest PIT I have seen. Officer Evans is a pro. He also knows how to handle perps without burping them and changing their diapers.

@@NihongoGuy They do a good job of getting them off the road, but I've seen some pretty gnarly videos of them PIT'ing and causing casualties and/or fatalities as a result. In a lot of states the state patrol or troopers can only PIT under a certain speed, usually ~40mph and have to be aware that no other civilians are around. I still like the net thing that gets deployed and can wrap around a vehicle's tires to stop it.
When the other cops are moving out of the way for one to take the lead you know you're screwed.
Must be pretty cool to take 9 minutes to find the action and then three seconds after 'I'm primary' it's done. Nice.
The entire world was chasing that loser, and NONE of them had the balls to end it. ASP had to run all over the city to find them, and then POOF.. THAT'S HOW IT'S DONE BEECHES!
Arkansas doesn't let pursuits last for hours like in California. They rather stop the threat before innocent people get hurt.
It also shows the level of training that the State troopers go through to be able to perform the TVI, and either stop the bad guys or stop the pursuit if too dangerous, all of that without supervision getting in the way from an office. Great job trusting your troopers!

Can I just say how impressed I was by this trooper's attitude toward the woman who'd been in the car he was pursuing. He was kind and gentle and reassuring; he treated her as a human first and a suspect second. I loved to see and hear that.
I love how they charged him for driving without a seatbelt after he was ejected.
ASP is so well-respected, even the feds yield to let a trooper end a pursuit.
Pretty sure it's because they're some of the best at executing a PIT.
The Feds vehicles aren't equipped with PIT bars like most of the ASP cars are.
Not the local Sherriff's Dept, tho
@@GordoGrande69 I've seen multiple instances of local departments waiting for ASP to show up to perform the PIT for them as well. Do you know the dynamic there?
@@GTObsessor I'm going to guess it's most likely training, I'm sure they need a pit certified guy to do it. Feds and local probably don't do a ton of pursuit training.

The ASP don't play! "I'm third vehicle." 14 seconds later: "Ok, I'm primary." 10 seconds after that: pitted. All without a trace of adrenaline or anxiety in his voice even after weaving through heavy traffic at high speeds just to get there. The dude could have been calling out a golf game on TV. Rock on!
ASP is basically only police in the state who can pit. Sheriff and city police can't damage their vehicles.

Man that officer had amazing driving skills. Driving that fast in heavy traffic on the BERM of the highway and not slowing down must have taken balls of Steele not to hit that brake pedal.

Byrd and Evans were commissioned the same day in June 2000. Evans is a couple years younger than Byrd. Both are very good at their job.

there are alot of people that take in stray animals , a friend of mine took in a beautiful Rottweiler that got away when some ghetto POS got arrested , he kept her and had her for the remainder of her life

That’s because up here (WI) we actually value human life and are educated enough to know what “smart” policing is. Terminate the pursuit (safest for EVERYONE) rack up the charges, arrest them at a later date that is not a high risk. These clowns care more about their pride than the lives of others!

The Kia Boys started right here in WI & they're not going anywhere because they have nothing to fear between the lack of police pursuits & slap on the wrist charges on the rare occasions they're caught! Trooper Evans is a Rockstar! So cool, calm and collected. I like how he waited to make the hit till the vehicle was past the retaining walls -- less damage to the suspects and their vehicle. Also, the shot of him shows him checking out the front of his vehicle where it made the hit -- so professional!
After 10 years of living in Germany I can’t believe how bad American drivers are not giving way to emergency vehicles.
I lived in England for about 8 yrs. Some of the Americans that had to get Brit licenses failed the test many times. Some never could pass. One guy tried several times to get his MC license and finally went back to the States to get his endorsement. When I went to school, Drivers Ed was mandatory. When our kids went to HS, not only was DE not required, it cost an extra 800$.

Was the dog seen running, was that their dog? I hope some tried to catch it, it was scared from the crash and all the sirens. It may have been hurt and need Vet care.
While I have no way of knowing for sure, I do have over 10 years in animal rescue (specifically dogs). There is a network of veterinarians, volunteers and established organizations that work together to rescue, treat and rehabilitate animals and then find proper, caring homes for them.
There is a very high probability that the dog ended up with a family that kept her, or she was turned over to someone in this rescue network. By this writing, she is most likely with a family that loves her.

Wow! ASP excellent driving through traffic of semis. Must be a lot of practice on simulated track. And that PIT, it’s like here’s how it gets done after thousands of doing it.

Flowing through traffic at 138 to catch up, "I have a sheriff in the way" , "Reporting third in line" he goes by the whole stack of pursuit like nothing and the car was actually drifting down from speed too. Calling primary as he is going in for a pit at triple digits too. That was a seal clubbing.
That Chevy Lumina had about 20 cops from different agencies after it. There’s no way that fugitive was getting away even if he got into another state because some of the cops were federal agents who will chase well into other states.

There is a ASP called Jacob Byrd. He is badass.
Captain America arrives and seconds later it's all over. On a side note. If you are driving and notice a pursuit go past you, get in the right lane and stay there for a bit. There is a 100 percent chance there are more cops trying to catch up.
