Trooper's Report: On December 1st, 2023, I was running traffic stationary on Interstate 49 southbound at the 91-mile marker. While I was stationary a grey passenger car without a license plate pulled off the roadway ahead of me and a white male exited the vehicle. I advised dispatch of the vehicle and attempted to make contact with the individual who began to yell profanities and act in a disorderly manner. I asked the subject to calm down and he refused. After yelling profanities, he entered his vehicle and sped away. I advised dispatch I would be attempting to catch up to the vehicle. I located the vehicle near the 83 mile marker southbound and advised dispatch I would be conducting a traffic stop. I activated my emergency blue lights and siren and the vehicle accelerated immediately. I then advised dispatch I would be in pursuit of the vehicle. The suspect began immediately cutting in and out of traffic which was heavy and passing on both shoulders of the Interstate. The suspect was at speeds of 140 mph and continued to pass on the shoulders and weave in and out of traffic almost striking several vehicles in a short time. As we approached the 78-mile marker, the suspect struck two other motorists at speeds of approximately 100 mph causing damage. At this time Sergeants Keith, Alkire, Hipps, and Triplett joined my efforts to stop the fleeing suspect vehicle from headquarters off the 78 exit. The suspect took exit 77 and continued driving westbound on highway 612 in a reckless and unsafe manner. Traffic was light and Sergeant Triplett took primary in order to attempt a Tactical Vehicle Intervention (TVI). During this time the subject threw a small item out the window. The suspect then continued westbound on State Highway 612 before traveling northbound on State Highway 112 where he was driving into oncoming traffic and nearly struck several other motorists before turning westbound on Wager Road. The suspect continuing to drive with no regard for his safety or others and continued westbound on Wager Road before turning onto Snavely Rd. Once on Snavely Road (a short distance to the west), the suspect wrecked out on a bridge. The suspect then fled on foot and toward a creek where he was taken into custody by Sergeants Hipps and Alkire. Trp. Smothers and Cpl. Elkins went to the location where the suspect had thrown an item out the window, but were unable to locate any illegal items. I then transported the suspect (identified as Sean Pakieser, DOB/ 05/01/1979, white male, to the Benton County Sheriff's Office on the below charges: 5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH 27-50-302(a)(2): RECKLESS DRIVING 5-65-205: REFUSAL TO SUBMIT TO CHEMICAL TEST 27-51-307: IMPROPER PASSING ON LEFT 27-51-308: IMPROPER PASSING ON RIGHT 27-51-404: IMPROPER TURN SIGNAL 27-51-104(b)(1): IMPROPER OR UNSAFE LANE CHANGE 27-50-302(a)(5): LEAVING SCENE OF ACCIDENT INVOLVING PROPERTY DAMAGE ONLY 8-6-406 1ST: LITTERING - 1ST OFFENSE 27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT 27-22-104: NO LIABILITY INSURANCE 27-51-601: FAIL TO STOP OR YIELD 27-51-301(a): DRIVING LEFT OF CENTER 27-16-303: DRIVING ON SUSPENDED LICENSE 27-37-702: NO SEATBELT 5-71-207: DISORDERLY CONDUCT

It's the trooper's duty to investigate to see if he was under the influence of intoxicants or otherwise unfit to drive. The vehicle also had no license plate displayed. As he tried to pull him over, the driver began to commit numerous felonies while endangering the public. You can make the argument no pursuits should take place over a certain mph, but then that's more incentive to flee at high speeds. It's a judgement call in the end.

Trooper Harley Hopper is a 2023 graduate of the academy. ASP has extremely high standards, out of 436 applicants for the 2023 class only 29 became Troopers.

And thanks to these videos, I've seen soooo much of the state/countryside that i dont need to visit! (btw, beautiful countryside). Hard to tell if this is one (doesn't look like it) but the V6 models run around 300hp and have a PTW ratio similar to the V8 pursuit chargers ASP uses. On acceleration the Camry will be close but on open highway that Hemi is still going to catch it eventually.
These V6 camrys are quick but theyre nowhere near close to 300hp. Theyre more like 270 crank hp. 6 speed auto itll go but its not a performance car at all lmao 😂😂😂
They can go even faster than that. My good friend has one and 134 is nothing comparatively. I've seen him. And, where he lives in Crimillinois, the cops don't even stop speeders anymore.
It was fairly obvious to me that the bad guy had some dirt track experience. He was powering through those gravel corners while the trooper was trying to drive like on pavement. You could see his tire tracks on the road surface in the corners, because of that he was driving away.

@@PetriTemiseva For the novice, fwd changes directions easier than rwd on dirt/gravel. For rwd, you basically steer with the throttle, a skill that takes some time to get familiar with. Correct on the rally cars, my favorites were the Falcon Monte Carlo rally cars of the early '60s. But those were driven by pro rally drivers, big difference between that and the average crack head in a Camry.
They can't enforce something that is not a law, if that was a law in this pursuit the suspect would more than likely got away from the first officer. He didn't have enough car to keep up with a Toyota Camry, and that sure does not make Dodge look good.

When all other lanes for traveling in the same direction are in disrepair or are in an otherwise undrivable or unsafe condition. 4. When a vehicle is preparing to exit the multilane highway on the left.

I love when Daschams have coordinates, I always punch them in on Google earth and look where exactly the car is at and what surrounds it. I also like old cops episodes when they mention the street names, and looking for where they were at and how much it changed.

You can't be charged with the M word for being reckless. Now if he had killed someone, it would have been a 2nd degree manslaughter charge at best, since you can't prove intent and it's pretty obvious he was just trying to escape police, not hurt people.
The trooper flew by at 125mph on a curved road. Calm down, most people did eventually move over, and their reaction speed was consistent with folks who don't encounter high speeds on a regular basis.

@@mikejones8866 Yeah, that's a good point. It's really a catch 22, isn't it? If the PD pays, we won't notice any change in our own income. But if they don't, the owners of the vehicles will have to pay whatever their deductibles are, assuming they have insurance with coverage for underinsured or uninsured other drivers. Without that, they may be stuck paying out of pocket. Even with it, there could be an increase in their insurance rates too, and they were doing nothing wrong that we're aware of. That guy is a piece of trash. I'm conflicted about the police part though. If they hadn't chased him at 130+, he likely wouldn't have hit those cars. But then a (probably career) criminal would have gotten away too. What is one to do?

Here in Germany 120mph is kinda averagespeed on a free Highway. I just drive 60 to 75 to Save Gas in my Audi A4 B5 Diesel. But in my bmw i get angry when i Need to Brake because sombody Comes in „my“ left lane. 😅 when i come close to 155mph, to often „slower“ Cars that drive arroud 100 to 120 mph Make me mad😅 its Crazy, legal an Crazy. There are many cases where cops cannot locate something clearly thrown out a window, even if the dash cam catches it.

Harley Hopper was awesome. I wish I could say the same for Trooper Tripplett. His shyness when driving on dirt roads was actually a bit embarrassing to watch. That he let a Camry get away from him beggars belief - if it was an Evo or a WRX, that would be understandable. I used to be in the highway patrol and part of our initial training was on dirt roads. Watch out any students who didn’t give it their all.

I loved my Camry those cars are great. Had 2003 with almost 400k miles on it, sold it here in Arkansas last month, thought that was it lol. Glad it wasn't.
Did the Camry get an engine swap? I'm pretty sure its a 4 cylinder, idk I'm not a mechanic. When I drive my 1992 Honda Civic over 52 MPH it feels like the car is gonna fall apart.

It was fairly obvious to me that the bad guy had some dirt track experience. He was powering through those gravel corners while the trooper was trying to drive like on pavement. You could see his tire tracks on the road surface in the corners, because of that he was driving away.
Or just driving the car the way you would drive your ATV on dirt: when in doubt, throttle out.
The front wheel drive is easier to control than the higher HP rear drive cruisers on gravel.

@@PetriTemiseva For the novice, fwd changes directions easier than rwd on dirt/gravel. For rwd, you basically steer with the throttle, a skill that takes some time to get familiar with. Correct on the rally cars, my favorites were the Falcon Monte Carlo rally cars of the early '60s. But those were driven by pro rally drivers, big difference between that and the average crack head in a Camry.

They can't enforce something that is not a law, if that was a law in this pursuit the suspect would more than likely got away from the first officer. He didn't have enough car to keep up with a Toyota Camry, and that sure does not make Dodge look good.

1. When overtaking and passing another vehicle proceeding in the same direction.
2. When all other lanes traveling in the same direction are closed for construction or repair.
3. When all other lanes for traveling in the same direction are in disrepair or are in an otherwise undrivable or unsafe condition.
4. When a vehicle is preparing to exit the multilane highway on the left.
Most states have a keep right except to pass law.

The trooper flew by at 125mph on a curved road. Calm down, most people did eventually move over, and their reaction speed was consistent with folks who don't encounter high speeds on a regular basis.

@@mikejones8866 Yeah, that's a good point. It's really a catch 22, isn't it? If the PD pays, we won't notice any change in our own income. But if they don't, the owners of the vehicles will have to pay whatever their deductibles are, assuming they have insurance with coverage for underinsured or uninsured other drivers. Without that, they may be stuck paying out of pocket. Even with it, there could be an increase in their insurance rates too, and they were doing nothing wrong that we're aware of.
That guy is a piece of trash. I'm conflicted about the police part though. If they hadn't chased him at 130+, he likely wouldn't have hit those cars. But then a (probably career) criminal would have gotten away too. What is one to do?

There are many cases where cops cannot locate something clearly thrown out a window, even if the dash cam catches it.

I wish I could say the same for Trooper Tripplett. His shyness when driving on dirt roads was actually a bit embarrassing to watch. That he let a Camry get away from him beggars belief - if it was an Evo or a WRX, that would be understandable. I used to be in the highway patrol and part of our initial training was on dirt roads. Watch out any students who didn’t give it their all.
You can't push a RWD Charger on dirt the way you can push a FWD or AWD car. Trooper would have been in the trees.
