No matter how hard Vegeta tries, he’ll probably never truly surpass Goku. Sure, there are things that Vegeta can do that Goku can’t and they both have their respective strengths and weaknesses, but since Goku is the main character, he’s pretty much the best by default. As such, there are a number of things Goku can do that Vegeta simply can’t.
From the Kamehameha Wave to Instant Transmission, Goku has a lot of techniques that he can do that Vegeta can’t, Super Saiyan 3 and the Spirit Bomb being two other examples. Goku is also a bit more pure of heart than Vegeta, since he can ride the flying nimbus and he often spares his enemies, as seen in the Frieza Saga, the Piccolo Jr. Saga and even the Saiyan Saga. Any way you look at it, Goku’s got a lot going for him, since he can do quite a few specific things that Vegeta can’t. Its not that vegeta cant do most of the things on this list like ssj3 and the kamehameha, its because Vegeta is a proud sayain, and learning one of his rivals techniques would make his victory over Goku feel like Goku just beat himself, it would be humiliating to win because Vegeta learned some of Goku"s abilities. Since Vegeta is prideful, he wont learn anything unique to Goku and rise up to beat his rival with his own power and technique. Also, Vegeta swallowed his pride when Beerus first showed up during the bingo tournament. Both Goku and Beerus admitted that, so Vegeta can go without his pride when it comes to dire situations. Think of Vegeta being everything Goku isn't.

To be fair, Vegeta can probably go ss3 but decides not to, the super saiyan 3 gives goku a huge boost in strength but drains his energy relatively fast, this works for Goku because his fighting style is mainly hand to hand close combat, whereas Vegeta's style is more strategic and ki-based, so that energy waste isn't worth it.

ACTUALLY he’s changed since then and he won’t kill innocent people unless it’s for a good reason, and in the movie and show retelling shenron says you need 6 RIGHTEOUS saiyans to perform the ritual.
One correction. Future Trunks could as well use Spirit Bomb. It wasn't his intention to make it but still he was able to use it during Black Goku Saga on himself to enchant his energy sword.

Vegeta is easily capable of using SSJ3, but he's also smart enough to know it's limits and avoid using a form that has more downsides than benefits. Also, Supreme Kai used Instantaneous Movement (learned from his time fused with Kibito I imagine, before their fusion he wasn't able to use it) which doesn't have the limits that Instant Transmission has.
Its the Kai Kai and Kabita Kai is his apprentice so why wont he know thr Kai Kai when his student does

It has been theorized that Vegeta actually can transform into Super Saiyan 3, but refuses to do so due to the massive consumption of energy the form requires to maintain it. And despite being able to transform into SSJ2, the weird thing I've noticed that is I hardly ever see Vegeta use SSJ2.

He can do instant-transmission. He did it in the Moro arc of DB: Super manga, Chapter 61 if I remember correctly. Vegeta was training on planet Yardrat learning a move to help him defeat Moro - learning Forced Spirit Fission, allowing him to unfuse currently fused beings and also Kai power (that Moro drains from others, or piccolo being fused with Kami (Cell saga) and Nail (Freeza saga). Prior to leaving the planet, Vegeta used instant-transmission to actually teleport back to Earth from picking up Gokus energy. It was only once but I think it counts 🤓🤙
