I don't think you added one part glue and one part gesso to the two parts of toilet paper. It looked like one part mostly glue with a bit of gesso. Can you clarify?
You might want to try yesterday's newspaper. Takes a bit longer to soak (boiling hot water helps to speed up the proces). Since your using a handmixer it shouldn't make much of a difference.

Silly question. Can you use two-ply and split the plies apart, or do you suggest something like Scott's, which is pretty stiff tissue.
