Captain Edwin Powell descends on Waco, Texas to corroborate an urgent lead: that there is a criminal network masquerading as an innocent locksmith company. The malefactors behind the front call it 'Lew's Lockout,' with the name's similar prononciation to the crime committed on the District 3 phone lines firing up Ed's crimefighting neurons. After proceeding with an exhausting and tense interrogation, the questioning takes a turn as Lew himself grows weary of the officer's Cartesian reasoning, forcing The Captain to call in the world's most elite anti-lewd forces for a second round of cross-examination - and a total siege of this lascivious cabal.
