It's 'cause we want to see the kids succeed.

It's a huge shame they made her sound idiotic and dumb. Why couldn't they make her sound very seductive and alluring and have Jean hit on the male gumshoes?
I think this was the first episode I ever saw. I remember that Godzilla impression (whoa!) and I know the first one I saw had Eartha Brute as the thief.
This was the first time in the series Carmen had been successfully captured. But clearly ACME was never in charge of her trial or anything other than tracking her down to arrest her because she's out by the very next episode. By contrast in the original book series you capture Carmen in the first book and she stays captured for several sequels.

I guess Josh got confused when Greg told him to use strategy. However, these early episodes were likely filmed before most players had ever seen an episode where they had to go in order, since the two pilot episodes didn't have that rule, so I could certainly understand why a kid would be confused.
This episode was taped later in the season cause of the Africa map and the chief wearing her usual red outfit instead of the green one from the pilots and early episodes. But it is forgivable since josh didn’t know he would go out of order picking that last location. But, the chief was right about where Nessie would be stashed.
Actually she addressed the gumshoes by name in Season 1, when the Chief's office was part of the set. In Seasons 2-5, the office was in a different studio, and the Chief's bits were taped in advance. I would have liked it better if she continued to name the gumshoes.

That didn't happen. Only the first season limited the trip to anywhere in the Lower 48, and in 14 episodes the bonus round was won. None of them had a player choose Canada.
The only ones who could choose Canada were the gumshoes who were part of the last round of the show once it had upgraded the grand prize to anywhere in North America, rather than just the lower 48 states.

Perhaps there’s been a misunderstanding regarding Where In The World is Carmen Sandiego?. It’s a game show where different stories are used to have fun with the contestants participating on the show. If Carmen were to have been arrested and have to go through a real trial it wouldn’t be fun.

Season 1 was taped in Manhattan, whereas the other seasons were taped in Queens (the same studio as Sesame street).
