I think the purpose of the dust cover of the cone is to align the bearings perfectly than a cone without a dustcap, I notice this when I had a cone without a dustcap on the right while a cone with a dustcap on the left, as perfectly tighten those too I notice the right as a wobble.
Some hubs on some frames need a bit of preload looseness. Then, once tightened into the frame the looseness goes away. Without this preload looseness the bearings are just too tight. Would be nice to address this topic, but still a good video.
I need to replace 3 kids bikes 2 20in, and 1 26in rear axles for longer ones for training wheels, Do you have any idea what the thread size is for these to purchase new longer axles? 15mm outside diameter and I believe 10m inside but the 1 1.25 or 1.5 don't fit

You might want to look up the difference between nuts and bolt it may give clearance to what you are saying

What if we don't have an axle vise and the locknut is so small it can't be grabbed by a normal bench vise?
With to much greese the balls push/ plow thru the greese instead of roiling around in it .
