Whitehall Police Officers Shoot SUV Passenger Who Reached For Gun

Whitehall, Ohio - On April 19, 2024, at approximately 2:00 a.m., two Whitehall officers heard gunfire coming from the area of East Main Street & South Hamilton Road, near the Roses Store parking lot. About the same time, the Flock Gunshot Detection System alerted officers to gunshots in this exact same area. Officers responded to the Roses parking lot and found a silver Honda Pilot on the lot and observed another dark SUV leaving the area.
Two officers approached the Honda to both investigate the gunshots and check the welfare of the occupants. Officers found two Hispanic males in the front seats of the Honda. There was a language barrier between the officers and occupants. However as officers spoke with them, they observed a handgun in the vehicle. Officer immediately ordered the occupants, in both Spanish and English, to put their hands up. This command was given multiple times. The driver complied and was removed from the car, but the passenger would not comply with officer's orders.
Instead, the passenger suddenly lunged toward the handgun and then back toward the officer. At that time officers returned fire and shot the passenger. Several guns were found in the vehicle. Officers attempted lifesaving measures and turned the passenger over to medics who transported him to Mt. Carmel East Hospital, where he later passed away. The passenger has been identified as 36-year-old Santiago Elias Alfaro Munoz. The driver was arrested for one felony count of Improper Handling of a Firearm in a Motor Vehicle and turned over the Franklin Sheriff's Office. He has been identified as 35-year-old William Morales Villatoro.

To clarify, the local stations were afraid to show the video because some people would recoil from the violence and cry in a corner. The suspect made furtive movements while having immediate access to firearms. The use of deadly force agaist the suspect was a proper response by law enforcement. Race/color/language barrier had nothing to do with it. The suspect wanted to escape via violence, and that was stopped as a result. Cops want to go home not be killed in the line of duty. The deseased chose violence and choose the result. Now he is having a permanent nap.

Man I've seen this so many time at BOTH borders. On the US/Mex, no matter what language you greet some folks in, they say "Quien, yo?" which means "who, me?" like sir, you pulled up to an inspection booth and I'm looking at you and speaking, YES YOU.
At the northern border with Quebec, I used to start in English, and if they feigned not knowing English (most wealthy french-canadians speak great English) then I'd switch to taking a declaration in French, and they would try to answer in English, then claim later that they didn't understand the question, or I didn't understand their response.
It was always nice to have a canadian-born French speaker on staff, or on the southern border, a güero like me on the southern border.

At exactly 2:13 you can hear the subject on the passenger side saying “correte que van a encontrar la pistola” or “run they’re going to find the gun” and the driver proceeded to act like nothing was going on.
In the second camera angle right before the passenger-side cop asks the passenger if they have any pistolas you can hear the guy in the cap tell the other guy to get out before the cops find the pistola, something to the degree of "bajate [inaudible] van a encontrar las pistolas" sad, good on the cops for clutching up
Don't reach for a gun if you're pulled over by the police.

"Manos arriba" is NOT the proper way to demand someone raise their hands. "Arriba" means "up," but it's usually used to refer to something being "above" or "upstairs." The proper phrase would be "levanta tus manos" or levanta las manos."

I speak it somewhat fluently and the passenger clearly tells the driver about the gun. Language barrier can also be deadly for officers in this instance.

What gets me is that, they absolutely had no care, concerns or seemed the least intimidated by the cops presence, that’s not good, the driver despite the officers request was still casually eating his fries and the passenger reached for his firearm. No care and willing to take a chance. This could have unfolded in a very different way had it been only one police officer present, people and I’m not sure if these guys were legally in the U.S. or not, but recently a lot of these people legal or not have zero regard for for police authority and think to themselves, I can can come out of this unscathed. Pride, stupidness and roulette starts to enter in these guys heads. Glad the cops were ok, but it is definitely getting scarier as these thugs become bolder and crazier.
From everything I can tell, US cops, despite their issues, are a lot, lot better than Mexican cops or those of other countries to the south lol.

I speak excellent Spanish. I work in law enforcement. I expect that my colleagues who work in border states or areas with large Hispanic populations to be able to get it done in Spanish, even if it's just commands, and they can't understand a single thing the other person is saying.
That said, I doubt there's a large requirement for being bilingual in Whitehall, Ohio. Officer did ok, frankly, and anyone who is going to say "the passenger didn't understand what the officer wanted" can fuck right off. Uniform + gun + "HANDS UP" in your own language is PRETTY FUCKIN' CLEAR.
