I have a 4/5 EX-R Pal Victor that I use for everything and I never thought about using a Sitrus Berry as he's about to be under his nibble passive threshold while at 1/3 berries to get a free heal
It's not an intuitive strat. I don't even think it's an intended behavior, but that +10~20% HP can be clutch so I do it every time.
