      As a foster mom that has taken in two newborns from the hospital, I can tell you the moment I held both of the babies for the first time, I loved them (and continue to love them) just as much as I love my biological son.

      You always hear bad stories about foster parents just getting kids for the money; but in this case, this woman and her husband seem like they truly loved the children under their foster care. It's so sad that the baby wasn't allowed to stay with her.

      Because the primary goal is to keep the family together. The system needs to change to KEEP THE CHILD ALIVE AND WELL.

    “He liked to be held at all times when he wasn’t asleep” my god that just broke my heart. I bet his foster mom would have held him for months and months straight if that’s what Dylan wanted. Shame on everyone who helped put this baby back in the clutches of these monsters.

      @@Barzins1 I held my daughter for just a few minutes, before I began haemorrhaging from the trauma of the birth. I was transfused for 48 hours and sedated. When I was taken off sedatives, I couldn't see my baby in the room. I went crazy and accused the staff of putting her up for adoption. They calmed me down and wheeled her in. The relief I felt was overwhelming. That rush of love I felt when she was born came back instantly. I was in hospital for 8 days and never took my eyes off her. These parents put drugs before their child's wellbeing. I don't understand why he was given to them.

      She can't use her drug addiction for an excuse because I watched a video on RUclips of some street worker and Asian lady she was a street worker beautiful woman .turned her baby into the fire hall because you're allowed to do that you're not going to get in trouble you don't get in trouble you drop baby off and you leave you should watch that story it's absolutely tear jerking but for a street worker to be loaded on dope and have a child and turn that child in so make sure that child is safe this thing has no excuse.

      And that is the reason why his mother hurt him as she did, bc he kept crying when he was awake and she lost her nerves when she was high or on withdrawal. I don't even wanna know how she threw him around in anger. Unbelievable what that poor little baby had to go through, he had a good place and was loved, but they ripped him away. And for what?😡😡😡

    I had her as a teacher. She was by far one of the best teachers I’ve ever had. I was absolutely heartbroken when I saw how she was during this whole situation.

      It takes a very special person to teach 2nd graders especially with such patience and compassion. I only wish my son has this kind of teacher. You’re absolutely lucky and it shows just how much you adore this precious woman.

    It blows my mind that to be a Foster Parent you require all of this training etc. But, why don't we require bio parents the same?

      The parents don’t care about any of this training as they are too guilt ridden, angry and drug deprived. It is a very very complex event.20+ years as a drug exposed baby RN.

      Yep, I totally agree. I had read more information about this case on Google and part of the article did mention that this Child Services in Ohio, mishandled baby Dylan's case and whoever was in charge, didn't do the right protocol procedures to keep baby Dylan away from his parents. The mom, Jessica was tested positive with meth in her system the day she gave birth to Dylan, so he was born with meth in his system. This foster mom was actually more than upset that Child Services told her she has to give the baby back to the father, Daniel, he already had a criminal record and did drugs too. All I've ever heard is that Child Services say they're always overwhelmed with thousands of cases, in each state. Not everyone can handle working with a overload of cases of each employee, some quit because it's just too much, stressful and can even be an emotional roller coaster because these employees are told to basically take short cuts just to get a kid in someone's custody and they go on to the next case. Also, too many young girls, young women are on drugs, abused, take no responsibility after having a baby, getting arrested multiple times, other foster parents just want the money they receive that's for the child but they pocket the money for their personal use and a lot of foster parents are abusive too... Not this lady, she's an Angel! But children get sent to several foster homes in one year up until they're 18 years old. And some of those kids grow up feeling messed up, depressed and turn to drugs and alcohol because of the abuse they endured. But the Child Services doesn't do anything to make things better with the system. And that's what baby Dylan was, let down by those parents and the system, even their son who was 14 at the time, was taken away and sent to foster care, I'm glad he was one of the witnesses who was able to take the stand against his parents.. R.I.P. baby Dylan

      Many times CPS can only do so much... the are WAY down in the Totem Pole when it comes to taking the child away from Parents.

      The actual parents failed this child, CPS maybe failed to step in when it was necessary?, but there is no doubt, that these two monsters doomed that little life from the beginning, with their drink & drugs, and set forth a chain of horrific events that they should BOTH die for, no question. Sentence was far too lenient IMO.

      @@BS-dq1kz my adopted mother described her. She had me for three months, from the hospital to my adoptive mother's arms. I wish i knew more because looking at my coming home pictures, i was so content and happy. She took good care of me. ❤

      that is really wild when you think of it. to burn every single vacation day on the spot. hopefully would have received some sort of maternity leave or whatever after, as she said she intended to take off longer. still, amazing.

      Teachers that have worked a long time often bank a lot of time, and if I’m not wrong, flma can kick in as well. When I was 18, in college, I had my first son, and my mom who was a teacher took six months out of work to help me take care of him. We needed it, because he cried and cried and cried so much. It took his dad, myself and my mom caring for him to even be able to get enough sleep to halfway function. Surprisingly that didn’t prevent me from having anymore children.

      I know it’s heart breaking. I hope she continued to foster babies/kids after this. I sure hope this traumatic event didn’t change her mind and heart about fostering. He’s her guardian angel now.

    “His Mamaroo.” That’s a special baby rocker that gently swags from side to side and is known to soothe babies who are weaning from addictive substances. This lady loved Dylan with her whole heart.

The #1 priority that sends kids like this to the drug addicts is "keep the family together.       Because they put Dylan in a crate. With 18 rocks. 3 locks. Zipties and 6 layers of wrapping of duct tape and plastic. Then threw off the well.
      And thats how they can be there. Theyre cold blooded

      I don't care for that bio mother at all. I don't think it's just the drugs. There are people that are addicts that still have a heart & would never hurt & or kill a baby. I think she's a mean person. She did seem annoyed & also I noticed her smirking at certain times! It's terrible!
      Then I think of the Rosenbaum case & those 2 little girls would have been better off with their bio mom & cps could have gotten the mom help. Instead they gave those 2 sweethearts to that wicked-evil monster that abused both & killed one. Cps is a ridiculous, nasty system & there are many MANY people that consider cps to be a child trafficking ring. It's so sad!!!!
      This foster mother Is AMAZING & she should have had baby Dylan for longer. The cps workers gave him back after 12 days. Out of everyone in the baby's life, his foster mother seemed to love & care about his well being more than everyone else combined! If he was still with the foster mother, he would be ALIVE & thriving. Why did the parents even fight to get him back?

More kids, more welfare monies, & that leads to having more money for drugs. Dylan never mattered to either of them. He was a dollar sign.
      I thought that very same thing. If the foster mother still had him, he'd be alive today
      How many more kids have to die, before cps realizes they're signing those childrens' death warrant. Just cause they got pregnant, had the baby in their stomachs for 9 months, doesn't make her a " mom, or a mother " All the case workers should be let go, stripped of 'degrees' served jail sentences.

    When asked if baby Dylan had drug withdrawals I couldn't stop crying. Arms shaking, legs jerking, wanting to be held whenever he's awake....it hurts me so so much. When my babies wake up I will hold, kiss, laugh and hug them. For baby Dylan..

      Oh yes the monster mother was definitely crying....but for herself! That’s why she could stop herself when it came to yelling at the prosecutor during her cross examination. I definitely blame this mother and father...BUT...I blame our system even more! Our system is broken and outdated

    People need more than 12 days to get off hard drugs and get their lives together. Minimum 6 months should be a federal requisite for any child born with hard drugs in their system.

      Even if she got money from it... I would dare say its not enough to cover the cost of all she bought, some of those things can get really expensive, and she GAVE THEM TO THE PARENTS, not even asked the parents if they needed them, she only wanted to know how dylan would grow and loved him as her own child

    This kills me.. I have twin two month old foster babies. I've had them since their first week bc of the same things and both parents abandoned them. I'm praying and hoping they don't come back and take my loves..

      @@veronicam2159 I would if I could. Trust me but foster parents have no rights to our littles even if we have had them from birth. They will be going to their fathers ex girlfriend and we don't like it but have no chance of winning our case and if we do fight DCS will shut us down for going against them. that's just how the system works. It's a terrible system but I can't stop for now knowing there are littles out there that will only know love from us taking them for a little while.

    The person that made the decision to return Dylan to his drug addict parents, should be fired. They are in the wrong line of work. No discernment whatsoever. Dylan was being loved and cared for in foster care and he’s returned, only to be found dead in the bottom of a well. Heartbreaking and absolutely could have been prevented!!! This is unacceptable.     My wife and I took a baby into our lives when he was 6 months old. He's now nearly 10. We spent years going through the courts with CPS. Although we have our own kids that are grown up adults now our little boy is with me. He's such a caring, boy, exceptionally witty and very well loved and cared for. My heart absolutely bleeds for Ms Bowling. She clearly loved little Dylan.

    She knew. The way the foster mother described how she handed Dylan over to his father, describing each of his belongings as if they were the most precious things in the world because HE was the most precious thing in the world, it tells me she knew she was handing this baby that she loved over to his eventual murderers and there wasn't a thing she could do about it. I can't even begin to imagine the kind of pain and fear and guilt that woman was feeling at that moment. It must have been intolerable.

    Oh Lord, when she said “I told them if I could be involved... to maybe let me know milestones he reached”.. that hurt. I hope she can heal from this.       @@c.2538 Well, he went through withdrawal for the first couple years. Drug effects are rarely permanent. What really caused suffering the worst was the alcohol - he had learning disabilities and struggles a bit socially now. His speech center was so damaged he talked like a baby and he was almost 4. A good speech pathologist helped him heal and he has normal speech now. Get support early if you take a baby that has been exposed to alcohol. It makes all the difference in the world.

      After my parents divorced which was terrible of course I was 12 years old my father married a woman from Pike County Ohio which is down in Southern Ohio not far from where these folks are. My stepmother was all about the Bible going to church on Sundays and Wednesdays and she took care of infants and the elderly, she did a lot of community service. This woman really reminds me of my step-mom. God bless her heart she just passed away a year and a half ago. I'm almost sixty now. She was perfect for my father. She loved my father as he was and provided a great life for him.

      Are you? Do you think it's rather odd that baby Dylan somehow fit into a milk crate with 18 large rocks, tons of plastic wrap and duct tape, an anchor and not one but 2 blankets etc? Is that just a little odd? Milk crates are not big enough for all of that. Then when his mother testified she didn't potentially know the real details of how the baby was killed. Maybe her confession was literally saying what CPS wanted her to say not to take the other child or children and place them in a home so abusive an abusive home of origin sounds great. I'm skeptical of the state's story because it does not rationally add up.

      Only takes 2/3 days for most drugs to leave the system. Also I think they used the older sons urine for tests.

      Their older son gave the father his urine because the father asked him for it. Im assuming they went in to the bathroom with them because thats just policy and standard in cps cases, so somehow he managed to pull it off. Then if im not mistaken, the mother didn't pass any drug tests, so the baby was given to the father, and the mother wasn't suppose to be staying there. The father, of course, let her stay there because #1 i think she wore the pants in the relationship and he just did whatever she wanted or what she said, and #2 he worked and needed her to keep the baby. I havent seen all the videos of this trial yet and I've not seen them completely in order, but I believe that's what has been said so far from what I have seen. The son was around 13 or 14 when the father asked him for his urine, and he testified in court and was 15 at the time of his testimony. He admitted that his dad asked for him to pee in a cup for him and give it to him.

    I was signed up & going through the training to be a foster mom w/ the FULL & COMPLETE understanding that re-unification is the ultimate goal. During training, we were told that there are & will be instances when a child may be harmed or unalived even. Still I wanted to move forward with/ training, be my best self to try & help w/ kids. During my own training it became very apparent to me that CPS/CFS/DCFS/DFS, etc. is often the part of the process that "drops the ball" w/ these kids. I understand they become overwhelmed, short-staffed, too much going on w/ 1 case, etc. So I decided that if the agency isn't doing their part to ensure the safety of kids in the system, how am I going to be able to count on their support if needed? In the end I decided that I don't think I could handle it if a child was harmed/unalived after being w/ me for awhile so I decided against being a foster mom.
    IMO, the system is what is killing the desire to become a foster parent. Ms. Bowling was an angel sent to help Dylan. She loved him more than his birth parents. I believe that Dylan only felt love for 12 days in his entire life. I hope that brings some peace & comfort to her after this terrible tragedy.

      A teacher AND a foster parent. Taking on one those roles alone requires a special kind of person, but taking on both of those roles and doing the best you possibly can in both because you legitimately care about and want to help all the children you possibly can makes you a friggin angel!

    He was 5.4 lbs when she got him but only 4.5 lbs at autopsy.
    Im so grateful this woman was not in the court while the forensic pathologist covered all the injuries dylan suffered. She is so sensitive this would have broke her

      It is always a judge's decision to put the child back with the bio family in fact it is their absolute goal to put a child back with its own family. Don't you dare blame social workers of which I was one who beat our heads against a brick wall bloody to try and keep children safe and the judge says within 48 hours they can go back to their parents and a lot of them end up dead! So talk to you legislators and your judiciary before you blame a social worker. Dr. Elizabeth MD Ph.D Ph.D

    As a former foster mom, teacher, protective service worker, day caregiver, mom of 7 & now, a grandma of 9, (tired just thinking about it)...it’s heartbreaking to see the extremely devastated F.M.. There are many cases like this...please pray for all the innocent kids, parents, and foster parents...and trust your gut if you think a child’s in trouble. ♥️

    As a NICU nurse, I was crying this whole video. So many times in my career we have discharged babies home to women that we knew is a horrible situation and decision but CPS has the ultimate say. Women get a chance after chance regardless it seems to be that they want to keep these vulnerable babies with their birth father regardless of how disgusting they are.

      Family reunification is a disgusting policy. I am so upset at our systems. My ex husband isba drug addict and has severe mental health issues that are untreated (like psychosis and both suicidal/homicidal Ideation). It took me TWO YEARS to get full custody of our kids!!!!! Thankfully he is do messed up he could pay for supervised visits. But if he could've, I don't think my kids would be alive today. I just won full custody with him having 0 visitation rights thank God. But our justice system hurts kids, not protects them

    My heart goes out to this angel of a woman!!! In just 12 days she showed this poor child more love and care than his parents ever did!! There's a special place in heaven for this baby and this woman!!! I feel she will be the " mother" he is waiting on in heaven... God bless her and baby Dylan!!

    I really appreciate the camera person switching focus to the parents or even the Ohio plaque when the foster mom was breaking down. No one wants to be shown at such a venerable time with such raw emotion. Well normal ppl don’t but the sorry excuse for a mother, Jessica, didn’t seem to mind crying on camera. So fake.
    But back to the camera work...kudos to a very professional job!! 👏 👏 👏

      It really displayed the contrast in emotion. Hearing her choke on her tears while looking at the stone faced birth “mother”. I noticed they cut the audio of her crying too. She deserves all the respect in the world.

    It breaks my heart. Dylan could have had a loving mom and home but it was stolen from him.
    And she's 41. I literally thought she was younger. She's gorgeous

    I bawled when the foster mom started crying. I cannot imagine how heartbroken she is. She cared for that baby, she loved that baby like he was her own for twelve days only to have to give him to the parents and then they did what they did. 😢

      @@JoJo-hg7tg in that amount of time he maybe passed one drug test. In my state they have to pass multiple and take parenting a d drug classes as well as pass home inspections. My brother is in the process of adopting a child hes fostered since birth for the last year and a half all of that should be standard 12 days is sickening.

    Andrea Bowling is truly an amazing woman! Not only has she taught kids for nearly 20 years but she really looks out for the kids knowing some kids need more help and attention. She is also a foster parent, going through extensive training and classes to help even more children. Truly an angel among us!

      Aw I bet your baby has grown so much! I am watching my 5 month old preemie (4 month adjusted age) sleep while I watch this. It is heartbreaking. My baby came early via emergency c section, because of low amniotic fluid.

    Omg were the drug addicted so called 'parents' made to do classes, training, take medical and physical tests, drug tests and have home inspections done within 12 days?!? Doubt it!! All social services/CPS over the world should be done away with and restructured..to save the innocent children..no more should die!! I'm sure the foster mum feels terrible guilt for giving him back and thinking she didn't protect him, not knowing what would happen :(

    My heart goes out to this grieving mother. By mother, I mean Andrea who was the only mother that Dylan had ever been loved by. This woman is amazing and if the system wasn’t so broken, she could have raised him but instead the system failed him miserably. She did what she could and she tried. I really hope and pray that she doesn’t carry any burden for this.
