war reparations work by sending [percent of country's income] to the war's winner for [amount of specified time]. If you fully annex a country, their income is 0. The max cut of their income is 25%, so 25% of 0 is 0, meaning war reps are useless if ur fully annexing a country
Fact:If you land your troops on antarctica the arrition would be so crazy your troops would die so the dev didnt add antarctica and plus it would be useless because no resources (it might have it but it wont be a nation)
In the peace treaty menu on the right there should be flags of your enemies peace out the others first then the country you declared war on (just click on the flag you want to peace)

if i am correct if you take the capital of a country aswell as about 50% of the country you can force a peace to take up to 3 cities (no war reps just cities)
