    There are disabilities that arent seen by the naked eye also. I have a disabled placard due to Asthma and Spinal/Neck issues. It burns me when i see people use them and literally go running into a business. I dont use mine if i dont feel i have to because I know there are others that probably need it more than i do

    Lets take it two steps farther. Investigate and find out if one is really handicapped then fine the Dr if they are not. Bet that would really cut back on undeserved placards.

      No it wouldn't. It would just make doctors say "screw it" I'm not issuing them to anyone! I don't need the hassle! Truly deserving folks would have to battle just to get what they legitimately need!

    I think they should raise the minimum fines and should have a way for citizens to report abusers who park without placard to a number or address with pictures and a ticket get sent out to the owner. Would help pay for road repairs.

    I used to work at a Walmart and people would always park in the handicap zones at the front of the store without even having a permit PERIOD, never mind a fake one

      Not every disability is visible. COPD AND other lung problems as well as cardiac issues for example.

      @@ericredbear425 They take the handicapped spots so they don't have to walk so far to the store. Then when they get inside the store, they walk for two hours without stopping. Then I come along and can't get out of my car and into my wheelchair.

      @@davidpringle8089 Watch enough of these disabled placard abuse videos and you'll find that there are lots of disabled people whose disability isn't outwardly obvious. Disabilities where the person can barely walk 50 feet, just far enough to get to the stores' own motorized carts. Don't assume that just because the person isn't in their own wheelchair or crutches that they're not disabled enough to legitimately deserve a placard.

      @@davidpringle8089I have allergy induced asthma and go into anaphylaxis all the time causing me to be short of breathe. I will also pass out if I walk for too long. I’m 18 so I certainly do not look disabled. I will drive to the grocery store and if there is not handicap parking I have to go home. Walking from the parking lot to the store to then walk some more in the store and then finally walk to my car can be way too much. If I’m parked close I have more time to walk the store and then walk to my car before I start getting dizzy or have trouble breathing.

      Eric Byers doesn’t work that way. I live in SF and tried to do this and the “handicapped “ comes running when the tow truck shows up and they drove 10 ft till the tow truck leaves...park right back and flip you off. I’m serious. Makes you wanna Slash their tires

      It's the ones who don't even have placard. Not the ones are misusing. Oh no you won't see then at Walmart but check out the McKinley market on McKinley and First in Fresno.

      agree... but first check their license plate # to be sure they have not forgotten to place their placard before towing them.
      Their license plate should state on whether they are disabled.

      And if you shift between cars? I am handicap and have handicap plates on my car, but I often get transported by my sister's, in their cars. How do you handle such situations by license plates? The answer is you can not.
      Remember the placard has a number on it. With modern internet service whose placard that is can be found out in seconds. Thus a handicap person is NOT restricted to one vehicle, but the placard is restricted to that handicap person and it is quick to find out who that handicap person is.
      The hard part is waiting for the driver of the vehicle to show up with or without the handicap person. No handicap person give the person a ticket, but how ling do you wait? How do you determine if a person with a placard or handicap plate was transported in that vehicle? The only way right now is to confront the driver to see if he or she is handicap or is transporting a handicap person.
      It is irritating but you can not assume a placard or plate is being abused, you must catch the abuse in the act.
      One way to catch such abusers is to have the handicap slots be under 24 hour video surveillance and see if the plate or placed is being abused. This would be best used in those states that puts people's photo on their placards so that a handicap person without a visible handicap do not get a ticket.
      Enforcement of such parking restriction is always going to be tough, but at times we need to do it, no matter how tough it is.

    Video implies motorcyclist is misusing the disabled placard. You cannot assume that just because it's a motorcycle. Just as well as with cars, because you can't walk doesn't mean you can't drive.

      Mathieu Clement Well depending on the age of the video footage used showing the placard that was being used by the motorcyclist, it appeared to have been expired, so technically they were misusing that placard.

      As my neurological system went bad, I could barely walk or even stand but I could ride my bicycle. I had to be careful when I stopped, I would put out my leg to balance the bike and at times the leg would give out and I fall down onto the road. I then stood up and recounted by bicycle till I was told to stop by my doctor when he recommended I had a disk replaced in my neck (The bad disk was cutting the nerves which caused my legs to fail).
      Just a comment that just because a person can do SOME Phyisical activity, such as riding a bicycle or motorcycle, does not mean that person can walk any distance.
      Please note I know people who on certain days can do a long walk, but others only very short walks. These people look like they are NOT handicap but are. Most of them only use handicap slots when they have to (many stay at home on their bad days), but when they need the slot they need the slot.

    Wow, I have cops, arthritis in my back and my Dr won't give me a placard. Some of these Dr hand them out if you have a hang nail. SHAME on them!

    In part, this issue is because most city agencies do not do their job enforcing the laws protecting the disabled, no priority is assigned to correct or enforce the law. Large fines, towing, these actions can make money to pay for enforcement. If tickets were made payable when people get their car sticker, people would have no choice but to pay or no sticker, and another ticket and fine. It can be a real legitimate moneymaker for a city and protect the innocent

    I have a picture of a TV News Crew getting the Camera and Lights all set up for the Reporter to be filmed Live in a Handicapped Parking Spot. The Wheelchair Logo is directly under the Camera's Tripod.

      Riding a motorcycle for the most part is just sitting. They may have a problem with standing or walking. There are semi drivers that have a handicap placard and truck stops have handicap parking spots for semis. There are military vets that have lost a leg during active duty, but still drive semi. Their license stipulates they must drive an automatic only. Appearances are deceiving.

      Lots of motorcyclists are handicapped, often because of old motorcycle crashes. Some of them can ride normally but can barely walk, just like many disabled car drivers.

      Agreed. That would stop liars and cheaters from abusing them. And it would give investigators police, parking enforcement, News media, and everyday people access to call them out..and report

      we don't need that.
      Each placard is assigned a #. it describes who that person is.
      And is accessible by any law enforcement officer.
      Does the driver have a physical / health disability ?
      I can prove to any officer that I am the legal holder of my placard.
      As I carry a card in my wallet confirming that to anyone that asks.
      But my privacy right should not be invaded with an attached photo.
      Hand written #'s and dates are not acceptable in the state of CA.
      Each placard should be permanently printed and visible. (displayed properly).
      I see so many states using hand written placards. And that can be easily altered.
      Bottom line... we need enforcement... honor does little when folk have none.

    Minimum $1,000 fine and impound vehicle for 30 days. It'll stop pretty quickly.

    The fine here in Cali should be $1,000 for the first offense the $5,000 and lose of license for four years.

    In the Bay Area at least, the fine is more like $1,000 though, because many people also misuse a placard to park in these spots, and there's a much higher fine for that.

      Actually, I think that there's a violation for wrongly parking in a handicapped spot, and a separate violation for misuse of a handicapped placard. And bad as wrongly parking in the handicapped spot is, I think that using someone else's placard is almost a greater crime because it shows that the violator knows that what they're doing is wrong and they're doing it anyways. Seems to me that misuse of another person's handicapped placard should be turned into a much more serious offense. On the other hand, the end result might just be people not bothering with the other person's placard and still parking in the handicapped spot. So, I'm not sure if it'd be worth the trouble.

    PHOTO on the placard of owner and DEMERITS on drivers license plus fines. SOME people that are rich park in handicap spaces because they can afford the fines.

    We need a crack down in OHIO really bad. Watch the handicap parking lot at Walmart and you’ll see the healthiest young couple with the healthiest little jumping kids parking at the handicap parking, and variety of young and healthy but lazy people do the same without any conscience.

    I thought you had to have a Dr. sign for your. Mine did. It's a minimum of $465 in Cali and possibly more. My ex uses our sons all of the time. I hate that.

    I wish that our local authorities and police here in Britain, would be as aggressive against Blue Badge Abusers, as they are in America. I am a Disabled British Army Veteran who as a Motability Vehicle and a Blue Badge, who as no choice but to park in a Disabled Parking Bay. But I have been threatened by people who are using badges which are not theirs, when I point this out to them. From Chris in Derbyshire, England. PS: I have grateful for having a Blue Badge and I would never allow anyone to use it, when I not around.

    Agreed to stop Disabled Parking abuse. And while the authorities are at it, how about cracking down on the ridiculously big wheeled pickup trucks that don't have mud flaps and drive about throwing gravel, road detritus and other windshield smashing and cracking crap all about. Don't want to hear the police saying, "you must be following too close," or "we don't have time to do this." Just do it. They get paid to ensure driving is safe. 'Sides, the traffic cops I see waddling about could use the exercise.

    Please enforce disabled placards.
    The abuse has become overwhelming.
    I know because I am disabled and have a placard.
    And only use it if I must. (often as of late).
    But I will not park in a handicap parking spot that is a loading zone.
    As I am aware that somebody needs that more then me.
    I and only I use it. Nobody else uses my placard unless I am transported in the vehicle.
    But so many folk think that the placard is their right to use...
    Simply because they occasionally drive a disabled person to their destination.
    Holder's of the disability placard must be told... not to allow anyone else to use it.
    ...as it is not the property of the vehicle.
    It belongs specifically to that disabled person registered at the DMV.

    250 for a few people isn't much, the fine should be raised 500.00 because people don't care . Dmv needs to run checks everyday, there is a lot of people

    $465 last I looked in Nor Cal and the revoke of ever having one for yourself for the rest of your life. I don't appear to be DP although I am with a Dr's approval to have one.

      Investigate just who is giving the access to these placards, and how they are issued. There seem to be some very wide reasons for the issue of placards and this needs to be ploiced much closer.

    But not all disabilities are readily apparent, so how do you distinguish a legitimate placard user with a non-obvious disability, from a fraudulent user with no disability at all?
    This is what I’ve always wondered.

      the placard owner receives a 'registration' card with the placard. it can be run through the system just like a car reg.

    Do away with the portable placards. Only issue disabled parking privileges to people who have disabled license tags. It is not a cure all, but it will cut down drastically on the abuse. Also, the registration shall list the name and status of the disabled person for whom the disability consideration was granted. If that person is not in the vehicle, then its a violation as well.

    I feel all traffic fines for parking an moving violations, should be based on the value of, or IRS W2 withholding/taxable income amounts information. I say this because how fair is it for some working poor stiff having to pay a weeks take home pay to pay a fine for a mistake? While some filthy rich wealthy sob gets the same fine that pocket change to the? That seems very unfair to me. Not that I’ve had ANY tickets/fines! I have a clear driver record! But I am Cab handicapped and need/use a Placard, and feel very strongly against lazy pos taking up a blue spot! I have been known to dump a coffee inside a car in one without a card ! I have blocked them in for hours at a time!

      Arguably, that's a big part of the problem, at least in situations where people with placards are using them to park in metered spots for free. The ability to park in those spots for free creates a big incentive for people to fraudulently use placards to avoid feeding the meters.

      @@crucisnh Make the placards holders pay for parking, but give them extra time after the meter expires, maybe double the time paid for. Free parking is just begging for the system to be abused. And I do hold a disabled placard as an amputee.

    The first thing is end the free parking at meters. There is no reason you should park free just because you are disabled. That is a huge part of the issue.

      @@realazduffman Well some people with disabilities can’t even access the meter to pay the meter. Also, if you have to return to feed the meter multiple times, it can be very strenuous and difficult for a person with a disability.

    All the city has to do, is move this so called handicap spots,as far as way from the building and ,I bet no one will be abusing these spots anymore, since they are far away.
