About 15 years ago I parked at a Green P lot in Toronto (Broadview and Gerrard). I paid full day rate ($6.00) which expired at 6pm. I arrived back to my car at 5:40pm and found a ticket on my car. The time was written up as 6:10 pm. The Meter Maid was still on the lot so I approached him with my receipt and asked why. He took the ticket from my hand and ripped it up and continued on. I took his name and license plate and called the city the next day. They took all my details and said they would call me back. They never did. If that isn't evidence there is a quota then I don't know what is.

I agree with your point though. It is definitely not parking in all jurisdictions, but it is also not driving. Thusly, it shouldn't be considered distracted driving otherwise anyone in a cell lot at an airport with there car running would be considered distracted driving. If accurate, would they also be considered to be driving while talking on the phone, too?

Always fight your tickets! I've had 4 tickets in the last decade and haven't paid any of them. I went to court and they had to prove I was guilty. Three times the ticket was thrown out because of highly confusing parking signs and the 4th was a speeding ticket (going 70km in a 60km zone). Since I contested the ticket the cop who gave it to me had to show up in court. He didn't show up so the ticket was again thrown out. He was handing out tickets using radar about 20 meters from the sign where the speed goes down. The judge looked disgusted when it was pointed out to her what he was doing so I think it's probably for the best that the cop wasn't there. He probably knew it and that's why he didn't show up. I've saved over $1000 over the years on tickets that I didn't deserve. Always fight your tickets. Unless you've got money to burn, in which case, send some my way please!

dragonslayer f420 yep and they would just a non-existent floating car to tow the sinking boat when they don’t get paid even if they are not going to be able to use the money when they are dead.

Hamilton, Ontario is *THE WORST PLACE* to get fines. The city has a 12 hour limit on some city streets. People have homes with *NO DRIVEWAYS* .. so they park on the street. But.. here is the catch... *IF* you by any chance had a falling out with a neighbour, that neighbour could call the bylaw office to get your car ticketed if it is past the 12 hour limit, because get this.. *it is on a COMPLAINT BASIS!!!!!*

    Suggestions for solutions:
    1) Rules like not parking near a side walk or park near a fire hydrant shouldn't apply if a sign says you can park on the spot
    2) Required the CCTV cars to get pictures to prove the driver isn't sitting in the car and if the driver sits in the car set a time limit before the car is considered parked with the requirement that they need to get atleast one more picture
    3) Anyone who wins a case in court for a faulty parking ticket should be entitled to 10 times (or another appropriate number) the sum of the parking ticket in compensation, then it wouldn't be beneficial to misuse the authority if the parking enforcement can expect atleast one of ten to challenge the case

The same reason why they don't paint a crosswalk in a place they are dishonestly pulling in tens of thousands in tickets for. They want people to unknowingly park illegally.

"We're going to charge you to park in public spaces you've already paid taxes for, and if you don't pay us, then we'll fine you for parking in this parking spot you paid for" Governments are nothing but highwaymen.

The guy paid the $40 ticket rather than go to court and losing out on a day's pay, I used to work for $40 and that's why I don't have a car.

In the US we have a 'scam' known as Diamond Parking. They post misleading signs on purpose.
I witnessed them vandalize a car (but this was over 15 years ago, and I didn't have a camera at the time).
Sad that Canada has equally corrupt parking issues.

Kat Diamond parking also exists in Canada. It’s equally as bad as it’s American counterpart.

So let me get this straight. I now have no reason at all to pay for parking at any private lot? Obviously if the lot has a gate on it, you have no choice or you won't be able to drive out, but in every other case I don't have to pay because they can't make me pay their ticket?
