  • Ohio now has 1.2 million active handicapped parking permits -- one for every seven drivers. With so many accessible spots full, disabled drivers with wheelchair ramps are forced to park in the last space in the lot.

    03:06 This is exactly why you can't judge a book by its cover. Just because someone looks relatively young and in shape does not mean they are not legally allowed to have a handicapped parking pass. I have had this happen to me, been questioned by people - and police regarding the legitimacy of my placard and even worse my disability. If you see a car parked in a space without a placard then by all means call the police. If you see someone park with a placard and they just appear to be 20 and in good health - just ignore it. You have no clue what they are going through. Maybe they have a hidden disability. Maybe they are picking up someone who has a disability.

      Except I don't believe this guy. I have a severe lung disease with 45% capacity left and I am on full time oxygen. I litterally can't walk with that speed even on oxygen without getting short of breath. I pause while speaking to catch my breath. I was also an EMT for 20 years, he is not exhibiting any shortness of breath, and at 15% he most likely would be on a ventilator. He is speaking in full sentences, has no skin signs, and no external signs of difficulty in breathing, at 15% there is no way he would not. I put the CC on just in case I was not hearing it correctly and was 50%, but the CC confirms my hearing of 15%. I agree with the hidden disability part, I have multiple back surgeries that prevented me from walking far and before I needed O2 I just looked like I would not need a placard. No one questions me now with my O2 bottle in tow.

      I used to have a membership at Holiday Spa.
      I observed the same.
      The members always look for the closest parking spot to the entrance(and drive around the lot).
      I often wondered why they come to exercize(they come to exercize but they don't want to walk.).
      I once asked one of the members why, she said it's because of safety from burglary.
      Of course. lol
      I think it's more of a sense of entitlement than laziness.
      In a family this happens all the time(who gets the best part of this and that.), and I hated it.

    Those "hash" marks on the pavement in a store's parking lot need to be watched by the employees of that store. I am disabled -- physically and visually so I have family and friends drive me and we are amazed how many people use those special spots illegally or unethically. Caregivers cannot use those spaces when they are not accompanied by the holder of the placard -- I see this abuse ALL the time.

      @Leo Wong little bit rude dude and also visually handicapped does not have to mean completely blind I have a visual handicap in the fact that I am legally blind in one eye. I can still see when people do stupid stuff and Krista might be in a similar situation.

      @Leo Wong as Sisters Grimm says, being legally blind does not always mean that you cannot see at all.
      if both of my eyes were like my left eye was just before cataract surgery, I WOULD BE LEGALLY BLIND, BUT STILL ABLE TO SEE, ALBEIT NOT VERY WELL, AND CERtaiNLY NOT GOOD ENOUGH TO DRIVE. Excuse the bloody cap lock. I hate to have to rtetype a lot, especially when I am tired and about ready to crash for the night.

    When I pushed shopping carts for retail, people treated the handicapped zones as a place to dispose of carts rather than a corral, let alone walk it back to the store 50 feet away. It could get real bad if you leave it alone for five minutes.

    Its the invisible handicaps that are hardest to judge. They may look fine on the outside, but on the inside they are hurting. Take for example someone with a mental disability. They can appear to have nothing wrong with them but get to know them or just observe them long enough and you may understand what it is they have to put up with every day.

      This is something I have suggested for years but no one seems to get the idea. So many people just claim they are there to pick up a handicapped relative. I call bull shit on that one, and if they ARE there to pick someone up then they can park in a regular space until the person is ready then get them at the front door

    Please raise the penalty for parking in these spaces from $250 to $1500!
    Get these individuals where it hurts!

      I'd rather it be $50 and mandatory tow. I see way too often the $250 to $500 fine + court costs leads to warnings or excuses for why it can't be enforced.

    If you see the letters DV starting on the license plate that means Disabled Veteran and it might not have the wheelchair symbol on it either.

    Left leg amputee...
    With my prosthetic I can often walk well enough that you might not notice a limp....
    Or there are days I can barely walk from the HC parking spot to where they keep the motorized carts at Wal-Mart.

      I know how you feel I'm a right below the knee amputee and just because I drive a new camaro convertible I get a lot of looks until I get out and the see my prosthetic leg I only had one confertation with a guy while I was still In my car so I got out and made him look like an ass

      Same for me. Sometimes like hot humid days I need to almost crawl to bathroom to reset my prosthetic after drying my residual limb. Coming out I look like I have no problems.

    The attitude about someone having a “perfectly good set of legs” is pretty off. That’s not the only way someone can be disabled.

      Gcool243 I felt the man with the lung issue was valid to the show. It’s true if we see someone who appears fine we make judgments. My doctor insisted I have one for snow and ice in NH. I only have a slight limp but after numerous spinal surgeries a fall could be a disaster. Otherwise I feel the exercise parking further away is helpful. I don’t feel obesity should be an automatic qualifier. And take the darn thing off while driving!

      2000 tickets is a drop in the bucket..should be 20000 at least....I've seen veterans that are handy capped have no space because of Turd taking the space with on placket.

      @@wiggy8912 In Ohio it is both police and owners responsibility to have the offending vehicle removed. For the store that means a tow or P.A. announcement to have the driver move it.

    Up here in Montreal we don't have the means to uphold the law. We don't have assigned cops for handicap zone. I wished that we at least had the possibility to take a picture and send to the cops through a website but no.

    I have handicap tags, but to be honest I never thought about the van accessible spots. I'll no longer park there. This video was an eye-opener for me. Thanks!

      And a huge thank you for that. I use a wheel chair, but luckily can walk a few steps. I can only rarely find a place with enough room where I can get my chair out of the car. Most of the time I have open my chair behind the car where I risk getting hit by a car.

      If there is a regular spot near a handicap spot, I'll use it and leave the wider spot for someone who needs it.

      Exactly. I have an invisible disability too and it’s sad that people don’t realize that . Including disabled people as the man in the wheelchair shows in his “you appear to have a pretty good set of legs “. No , that’s not how it works .

    We have Blue Badges with photograph's on them here in Britain, but this does not stop them being abused. The reason why, is because our police cannot be bothered to enforce the law, as they consider it to be a very low priority. I am a disabled British Army Veteran and I am grateful for having a Blue Badges.. But anyone seems to be able to get one if you know the right doctor or social worker.     In NJ, if you do not have a handicap place card, your car may and might be towed away. If you have one and it's registered to someone else, they can two your car and fine you also.

    Instead of just fines for illegal use, violators should be forced to live as a handicapped person for a period of time. It might wake them up to why those spaces are there.

    Perhaps part of the problem is that every handicap parking sign has a wheelchair emblem on the sign in the US. This could be causing people to think only people in wheelchairs can park in that spot. Of course this is not true because any handicap person can park there whether their disability is visible or not.

    I haul my wheel chair around and I have placards. If I can find a parking space across the lot I use it. How hard is it to push a small leaver and go across the lot? I try to leave the handi cap spots for people who may not have my advantages.

    I'd have thought that the reason the non-handicapped person parked in that spot was obvious. The reason was that the gym had no valet parking.

      Don't get too hyper about the difference between it and it's.
      besides, nowadays they seem to allow 60 or 65% correct answers to pass many tests.
      We had to get 75% just to get a C grade.

    When I worked in a supermarket once in the handicap lady tell me a shopping cart to be left next to the handicap space. I don't think she understood the reason why we try to keep the shopping carts out of that area.

    I often seem to have perfectly fine set of legs at first, but if you watch, I have to hold on to a shopping cart for balance or in case my leg gives out. Or by the time I get back to my car, I am struggling. I only use the HC space if there are no other nearby spaces

    I have often seen shopping carts left in handicap spots. As for me, I have a permit because I can't walk long distances. Other than a limp, you wouldn't know I have a disability just by looking at me.

    You can't go off if someone appears to have two good legs, my mother does, but she can't walk more than 4-5 steps without running completely out of breath

    One place where I HAVE TO each month doesn't have enough handicap spaces it's by a tax ofc I HAVE TO WALK farther the sandwalk area is high for my type of MS THEREFORE sometimes I get brave ask someone to help me onto the sidewalk or I HAVE TO go where there is a.low part of the sidewalk. I HAD no idea that many people are misusing these disability cards on.mirror. I HAD to get a doctor to sign a long paper showing my handicap then it's free people can by them to use without a doctors signature I followed the law.

      But my lungs are not. When I go shopping, people can see me walking, in some stores, but can also see me carrying an O2 tank in a backpack.
      And by the time i get to Wal Mart, or maybe sooner, I need to use an electric cart.
      Even then, I get so bloody tired that I can sometimes barely get my stuff stowed and get around to get in..
      And I sometimes have to wait a while to catch my breath, what there is of it
      As far as picture on the placard, mine has my name on it, no picture.
      I don't always use it, but that is because I have handicap plates on my truck.
      OI have the placard mainly in case I get a ride from my neighbor..
      I mainly want a space as close to the entrance as I can find. Not always easy.
      And I have no way of knowing who is or isn't really handicapped.
      Texas will give you A: two sets of plates, for two vehicles.
      B: two placards.
      Or C: a set of plates and a placard.
      I am almost forgetting how long I have been on O2 permanently now. At least 5 years.
      I can sometimes walk a fair ways, and other times barely from where I sit here to the little room, or the kitchen area right behind me.
      Yeah, I'm long winded.

    Tower should be able to just pull up and tow if no handicapped placard or license plate. That is more of an inconvenience to folks than a measly $250 fine. Or just have the Tow company add that to the bill and they can remit to the parking authority.

    My daughter in law has CP & a breathing problem she has been yelled at for parking in a handicap spot you can’t see her problem but she has the plate & placid. If she feels good she won’t use the space but there’s days she needs it. So please before yelling at a person talk to them.

    I used to walk 3 miles a day oh God how I wish I could do that now. I have a severe back condition hip condition too bad knees and a right foot with grief. I wish I could walk and run like I used to. I wish I didn't have that blue placard. Please be kind and park in a normal parking spot because they're not very many blue spots for us that really need it. Be grateful you don't. Thank you for someone who used to be " normal"

      I also used to do a lot of walking and bike riding. I'd even go on bicycle tours for a week or two, riding 80 - 100 miles per day, with tent, sleeping bag, etc. on the back of the bike. Now, just walking to the plaza across the street is about my limit before I start to feel it.

      When I got mine, I could barely walk. My doctor filled in a form, which I took to the license office. I was given a temporary permit, with the 5 year one arriving in the mail. I'll have to go back to my doctor, when the renewal is due.

    That's not to bad for this guy on an electric wheel chair, now if it's raining or other bad weather it would be a lot different. Why don't the cops check more places like this. If they get busted a few times paying out $500 1st time and double that for each time after that. Plus a chance for jail time or getting your Lic. suspended, I think will help stop these jerks. Near the end it shows putting someone's pic on it, I said that quite sometime ago, good to see 1 state doing it.

    I'm handicapped but my legs are just fine. Just looking at me you would never know it. I have COPD. I can't walk 10 feet without getting out of breath. Don't judge a book by its cover. Thank you.

    I don't look handicapped although I am. If there's only one spot I will find a space if I'm doing well. If there's multiple I'll take one.

    Sorry I-Team, you are wrong. The signage in the picture means the space is accessible not "Reserved." Wrong sign, that is an advisory sign as opposed to the ORC r7-9 sign with fine amount. Then the pavement marking is the wrong color. Funny how everyone screams the ADA is too specific when it comes to counter and toilet holder heights, yet the wrong sign, stripes make spaces unenforceable. BTW the 1.2 million handicapped parking permits is misleading. Roughly half the permit holder have plates and placard, two placards, two vehicles with plates. Then there is a small number issued to organizations, agencies and transportation companies. My guess is 5% to 8% are invalid because they were issued to now deceased."

      Yup, my lungs are a good part of my disability.
      COPD, emphysema, sometimes chronic bronchitis, getting hyper doing almost nothing at times.
      Having to have O2 tans with ,me when I go outside.
      Damn tank feel;s a lot heavier than it is.
      the bloody hose gets in the way.
      One of my goats bit my hose a couple of times.
      Hose grabs things when I walk by
      All sorts of b;loody fun...

    The city officials and the government NEED to regulate it - that's the problem..... they're the ones were issuing it so those people are the ones that should follow up> especially at gyms and shopping malls when there is down in time for police officers....... there's absolutely nothing wrong with asking a person who is driving the car questions about their handicap placard

    250 dollar fine is a joke make it 20,000 and put cameras on all signs to take pics of licence plates and missing placards when parking.

    My wife is a quadriplegic and I'm her fulltime carer. We don't use handicap parking spots due to the fact that my wife can't go out on her own & I push her wheelchair. We made a decision whilst eligible for a placard, we wouldn't get one due to the fact that there are disabled people out there who need the spot more than we do (ei someone who is disabled and doesn't have a fulltime carer). It really annoys me when people park in disabled spots when they shouldn't be!

      More like one in 20. There are temporary permits that expire in six months or less. There are people with plates and placard for rental or other vehicle. People who own or drive more than one vehicle. Good for five years how many belonging to the deceased are floating around?
      True story: Last month I sent a letter to the court that a friend of mine died two years ago. They had an outstanding traffic ticket that triggered a drivers license hold. The court dismissed the case and lifted the Bureau of Motor Vehicles hold.

    The guy at 3:07, I know how he feels. I look normal and apart from a limp, walk normally. But, among a lot of other things I thought it would be a good idea to have a dislocated fracture on the head of the femur, as I put it through the hip socket and broke the pelvis in 5 places. I am in constant pain and have to keep rubbing my thigh to try and take the pain away. I get so many, 'Huh. How can he have a badge? He looks normal to me.' comments. Why should I have to justify myself to so many people?

    I AM 100% disabled and only use the handicapped spaces on my worst days. I have a failing heart plus several joints that have been replaced or repaired from the years of my service to America. BUT I get furious when I see someone that is clearly not disabled park, get out of their vehicle and run into the store or bank ( I actually blocked off some women on Disney Property when they did that exact thing and called the police. They were livid that I had to balls to stop them --- oh yea and that $250 ticket did not help)
    I agree with Joshua Han but I also went one further I do not have a placard I have a disabled license plate (which is literally good forever where the placard here in Florida has to be renewed every year) I like the idea of the license plate because if someone wanted to use it they would have to remove it from my vehicle and physically replace it on their vehicle. In addition the police normally run plates on vehicles traveling on the roads and if they do not match the vehicle they are stopped, the plate is removed and impounded AS IT THE VEHICLE and often the driver can get 3 hots and a cot for the night and I think that is how it should be.
    One thing I do not like is when someone challenges you on being disabled =which is by law illegal= BUT as far as I am concerned when the police have a question about disability they should not be held to the same accountability and be able to ask. I know a great many people that look healthy like I do but are not by any means healthy AND I also know that most people I have met are not afraid to answer what their disability is when asked...by an officer or an official. So I can truthfully admit there are some things of the ADA that need change but limited to the scope of an "official" question.       Someone challenges you on being disabled illegal? Actually it’s not illegal. People can ask all they want, they’re certainly not deserving of being answered. Also, it’s not a Police Officers business what a persons disability is and there’s really no reason to even explain it to them.

    This will upset all the entitled people, the simplest way to solve this, is make the fines, a minimum, ,1,000.00$
    1.They are putting peoples lives in danger.
    2.They are knowingly, breaking the law, and snubbing their noses, at everyone else.
    3If fines can't be raised, then give the public the right to take a picture of offense, and havw a hotline for them to send in proof, and have the justice system fully enforce it. That would generate, THOUSANDS, of dollars.

    Yeah ok I know I bash the news for showing this disability placard violations because of how enable people who don’t understand that you can’t tell the difference between people who are disabled and people who are not, but this idea of using a disability transport vehicle that is owned by your employer to cheat the system that’s a little bit too far, that disability placard is there because of a commercial license to carry disabled people therefore by law you’re not allowed to have the placard on the on the vehicle if you’re not caring a disabled individual.

      I can often barely walk into the store where the electric carts are.
      I often would not be able to do much shopping without one.
      The Wal mart that i shop at has several of them that need repair and/or replacement.
      Often the battery is run down, but you cannot always tell how badly.
      And one, maybe two, had/have a problem where they will lurch to a stop suddenly. Then with some screwing around, I can usually get the bloody thing to go on
      What is bad is to have the basket full, and just heading to the checkout, and the battery goes flat.
      I've had that a few times.
      I'll also point out that even having one of your own, the battery is only good for a certain distance, so you still want to be as close as possible.
      Long winded, but hyper SOB in Texas.

      @@wayneleake1971 I agree about the electric carts at Walmart. I have to use one and there have been times I have seen people use those that I know for sure didn't need it. I'm not one to judge someone just by looking at them but once a young mother and her three kids were all riding their own carts and running through the aisles.

    One of my good freinds has macular dystrophy and hes got a wheel chair and every time we see a perfectly fine person with no HC tag or plate he waits to see them coming out an goes up to them and calls them out but the kinda pppl u see take the spots are so fucked up they lituraly dont carr half the time

      Tat2Dragons People have many, many times. Rarely will anyone say anything if I am with her. She doesn't look like she is in pain often. My wife looks twenty years younger than she is.
      The problem is people judge by covers and don't bother looking at the license plate...bad idea.
      My wife has a really rough time with anything, and to have some self righteous ass-wipe ask her anything will cause combat..no one disrespects my wife.

      CDL means "commercial driver's license" it's for truck/bus drivers and not for people who drive regular vehicles.

      @@tanya334 I don't know where you live but in the United States a CDL license is not like a regular driver's license and you can not get a handicap placard with it. It is a license to drive heavy equipment like a semi truck or a bus. The classes listed on a CDL license states how big a vehicle you are qualified to drive. The title of a document has nothing to do with putting a picture on a placard normally but you said that if they didn't have a "CDL" then they should have an "ID card" and I'm just stating the fact that you can't get a handicap placard with a CDL license because they are commercial driver's licenses not a normal driver's license to operate a car or van.

      @@jessicaoakes6173 Now I understand the confusion, I live in California all Drivers License. are referred to as a CDL. On a person being issued a Handicapped plaque they won't need to go in to DMV they can use the picture on their Lic.or ID Card. 😁😁

    Some of the comments are nasty. Not everyone that is legally handicapped has the placard because of physical mobility issues. Some have it because they can't walk very far because of breathing issues, etc. I hate the statement: "Oh he looks fine, why does he have a disability placard?"

    Handicap placards simply need the sex and year of birth for the user. ie M64, for a male born in 1964, it would make it easy for any code enforcement or police officer to see if the placard is being used by the intended person

    I smasht my left hip , that's when they found that I had Lung Cancer now I have COPD Emphysema and Graves Disease I can't breath to well or walk to far but I look like I'm in good shape I can get a parking permit But I get dirty looks so I don't use one , I just walk and yes I get Pisst off when I see some asshole get out of a car and it's not their parking permit

      There are people with their own blue tag and go to the park. Then park at the handicap spot and walk around for at least 2 miles , the trail have up/down hill and small rock.
