Those are tape glitches, and those can happen for several reasons such as: 1) The tape being recorded on EP mode 2) Being over recorded several times on top of previous recordings 3) Being a copy from another tape (qualit loss by generation downgrading) 4) The tape has mold after several years being stored in a wet environment 5) The VCR player heads are dirt 6) The VCR was having issues tracking the tape at that particular part. In the end, the time base corrector tries so hard to keep a constant picture and makes all of that visible while being digitized.

During the launch, Cartoon Network focused on more old and classic cartoons from Hanna-Barbera, MGM and Warner Bros. until the mid-90s, Cartoon Network began its own CN originals (under the "Cartoon Cartoons" banner).
I'm proud that i grow up with Cartoon Network since the early 2000s. They have some ups and downs recently, but one thing is pretty clear, CN is spectacular that defined what true cartoon animation is for many generations.
This is a WORST Mr. Zaslav's decision in everybody's opinion, Jeff Bewkes is the real CEO of the old Time Warner and Bewkes said AOL Time Warner, AT&T WarnerMedia and now Warner Bros. Discovery are biggest mistake in corporate history.

Its amazing that even though I have a very very vauge memory of seeing this as a 4 or 5 year old back in 92, I didnt remember alot of the cartoons that must not have run on for much longer. I dont recall Adam Ant being part of Secret Squirrel at all! It was interesting to see this, and to think of how its evolved now, what with Adult Swim and everything else.
I loved Cartoon Network for it massive selection of classics from Hanna-Barbera, MGM and the older Looney Tunes but also taken risks with original content then but now it's mostly preschool schlock and Rick & Morty.
Cartoon Network will most likely do a Teen Titans Go marathon because it is the only show they care about. That is sad, since Teen Titans Go is Cartoon Network's worst show.
I first watched Cartoon Network in 1994. I kinda remember this layout, at the time around the end of that first era segment. Then, it was on to What A Cartoon Show and World Premiere Toons. That is what really made Cartoon Network explode into what was known as the Powerhouse Era, or what I call, The Golden Era.
Cartoon Network is the USA’s first 24 hour kids TV channel until TNT took it from 9:00 to 1:00. In around the end of the 90’s, TNT went out. And in 2001, [adult swim] ruined it, but slightly extended the time from 9:00 - 6:00.
So glad I loved to see the good days of Cartoon Network and Nickelodeon… these kids these days think this stuff nowadays on these two stations is awesome.. they have NO idea.

Truth Bomb: CN started as a dumping ground for Ted Turner to monetize his back catalog of Cartoons for cheap. For years they didn't give a crap beyond easy money with the stuff they owned or licensing inexpensive stuff. It wasn't until Fred Siebert of Federator Studio got "What A Cartoon!" onto the Network that leadership changed to actually want to develop originals and give independent animators a shot at getting their shows made.
