Try to point the fan downward onto the water surface. This would increase evaporative cooling and reduce temperature. My 10G tank stays at 83-84F even when air temp is 90F, at the cost of losing ~1/2" of water a day. I do usually run AC so the fan doesn't need to turn on as often.

you could run a separate pump and water line, run the line coiled up and in a cooler full of ice water, so your just recirculating your tanks water through the ice cold cooler. maybe that will help

Check out Ductless mini split Inverter Heat Pump AC... works like a charm. Then a generator as a backup for the fridge and AC + pumps.
