      The light that you were shining on these cops exposes terribly substandard training. our laws are based on common law rights and apparently the training does not Address that. The stupidity shines through as people’s lives are ruined by ignorance of the law by the people that are supposed to enforce the law.

      This cop stated that he thought the cop he called was not right. Why didn't he tell the cop he was wrong and that they should investigate more? It shows the thin blue line mentality and why we should NEVER trust a cop to do the right thing!!!!

      @@mrjtps on his defence he is a rookie and didnt want to step on his zone partners toes and wasnt to sure on laws , I mean 6 weeks of training and 5 are on the gun range but they get a badge that they think they can do what they want
      I see a day off without pay for them but a week or month would be better , no one was hurt shot or arrested so a week off would be fine but we all know it aint gonna happen

      Can't abolish police unions without abolishing all unions and I don't see that happening. As far as Q.I., entirely agreed that needs to be peeled back to the point it can be rarely invoked.

      Exactly. If the owner had pressed the issue of harassment, or that he was on the property, then it's arguable that ras would exist. As such under Florida law a detainment could be viable. As much as I might disagree with it.
      But would the cops go after the manager for making such false statements, unlikely. So I think a state tort claim against the manager is perfectly viable. But here I think the cops maintain liability as they were working under a non-existent pan handling law. As such they had no authority at all.
      But in short both cops and management should suffer and be forced to make Jeff whole.

      @@enderfal There might have been RAS to investigate or detain, had the manager pushed the issue, but not having witnessed any crime and with nobody claiming any real damages, there was no reason to handcuff him or go through is pockets. One thing you probably noticed, if you watched all of the interactions involved with this incident, is that at no time did anyone threaten or remind the claimant that making a false report was a crime. There is a good reason for that and the KGB, STASSI and GESTAPO could tell you why.

    He stated he's trained to get everybody's ID on every interaction. THAT'S THE PROBLEM. You're literally admitting to violating 4th Amendment Rights on EVERY INTERACTION. This needs to stop.

      Agree that the police ID fetish is a major problem. The failure in the training is making sure that they understand who is required to give ID. By failing to do this they expose the officer as well as the public to serious consequences as the officer then may needlessly escalate to use of force.

      It's not a 4th Amendment violation if they ask for ID. When they threaten arrest or do arrest - then it is a 4th Amendment violation.

      It's not a training issue or an education issue they have training on the laws, they have resources to instantly and conveniently access those laws if there is any doubt, they can even call a superior if they are confused about how to interpret the laws and rights...so all that is just the excuse...it is a culture and conditioning issue.

      Not quite. They can ask for ID. But they’re not entitled to it on every stop. They’re only violating 4th amendment if they demand it under threat of arrest on those stops where they’re not legally entitled to it.
      Which is still a lot of times a day. Over and over. It needs to stop. But not necessarily violating it on every interaction.

      Well, technically it's only a 4th amendment violation if they demanded under threat of arrest and without legal reason. If they go on the scene and ask for ID and people give it to them because they are ignorant sheep, that isn't a 4th amendment violation. If they refuse to give it and the cops arrest them or uses some show of authority to coerce them into it, that is a 4th amendment violation. The problem isn't just that cops are trained to get everyone's ID, it's also that a lot of people just comply with everything cops say.

    This is very eye opening, my brother was a retired cop, his last assignment was in Internal Affairs, this interviewer is handling these cops with kid gloves, questions were already known and answers rehursted, my brother put many a cop in jail or had them fired so that they could not be rehired as cops, he was not liked by his fellow officers, and that's just how he wanted it, he was the cops cop.......

      We can. When you go in front of the jury, just maintain that no reasonable person would know about whatever law you're accused of violating. And then bring up to the jury the fact that if cops aren't required to know the law, then how can they expect the public to know.

      This cop clearly knew there was no law against panhandling, not that Grey was panhandling anyway, but still decided to violate his rights. This is what cops are now. You abolish qualified immunity and actually train them, and you will see a huge difference. Oh bring back psych evaluations. There are alot of cops who have ego problems and are violent. Look for videos on a Port Orange cop Velez I believe is his name.

    This was a clear case of “contempt of cop”. The cop said it himself, he assumed the guy was guilty of something only because he refused to answer questions, no evidence of a crime, no witnesses, just the old classic “we got a call” and one person said this. That’s all it takes. Cops always demand ID so they can “figure out what’s going on” as if my name and birthday is going to help you determine what I’m did, what I’m doing or what I’m about to do. Or they say “I just need to say who I spoke with” as if that’s relevant.

    What strikes me again and again is that these despicable cops act tough in the streets and terrorize the citizen. However, when they are called to account for their wrongful actions, they are very timid and afraid of losing their well-paid job. With their buttocks squeezed they sit very humbly and submissively admit their wrong.

      He needs to say "Because you are employed as a police officer, you are subject to a higher standard than the citizens you police and you have an ethical duty to be truthful. So if you do not answer truthfully you will be considered insubordinate."

      Why did 🐷 Galt have a wired ear piece in his left ear throughout the interview? Ask yourself, would YOU be allowed to have an ear piece on while YOU we're being interviewed by police?
      Who was on the other end of that earpiece? Was 🐷 Galt being coached in real time by an outside person? It certainly seems plausible that this could've been the case.
      This entire interview is suspicious.
      I think 🐷 Galt should be re-interviewed, WITHOUT an earpiece in his head!

    A cop is excused for changing his story but a citizens is often hammered by the LEO’s while being accused of changing the story leading to hours long interrogations until they get enough information to file charges.

      I wonder why police officers are allowed to have all the evidence delivered to them by IA before the questioning? I do not know any other group who has that kind of treatment from the police. Common criminals (murders, robbers, rapists, thefts and drug dealers who are not members of the blue thin line gang) will never get a single piece of evidence adwance. That shows how the police union has a negative effect on any kind of accountability. The police unions are like the mafia on steroids.

    This was recorded not quite 3 weeks after the incident. At this point, the cop knows that panhandling is legal. He also knows that Jeff was never panhandling. He also knows that Jeff was not tresspassing. He also knows that Jeff has a constitutional right to not identify himself or to answer the cop's questions. Yet, the cop still says what he should have done was asked Jeff to move along. In what universe is that a,legitimate function of law enforcement? We all understand that the bar doesn't want Jeff there. But Jeff has a right to be there.
    Following the cop's logic to a ridiculous point, if the bar owner had asked the cop to suggest to other members of the public that they visit this bar, would that be reasonable?
    The taxpayers are funding this cop to be on duty. Since when is it a cop's job to ask law abiding citizens to change their lawful behavior for the benefit of a bar owner?

    When the owner and the waitress said he was asking for money and harassing her, the police should always ask "Would you be willing to sign a Declaration and stand by your charge in a court of law if I arrest him?" Most people would then say "oh we just want him to move on". This gives the officer the understanding that the accusers are not willing to stand on their accusation. They should also ask if there is any security camera footage of him asking for money(even though it's not illegal) and if they answer no, it is further evidence that this is just a case of wanting to move someone on because he bothers them. The police need better training. Not knowing that pan handling is not illegal in their state is not good enough. It's a common thing that happens, even street buskers and entertainers pan handle so cops should know it's not illegal. Cops should not side with businesses or corporations against citizens practicing their rights in public. You shouldn't be looking for a crime in order to please others. They just got this one completely wrong. Take the dollars, don't settle for peanuts out of court Jeff.

      That was another failure by both cops & the IA guy. No one asked if they could see Jeff's video & IA guy didn't ask why they didn't ask to see it. Why not? Once you get both sides & the stories don't match LETS GO TO THE TAPE! Easy peasy. Or security cams from the business to see if Jeff went up to the customer tables at all. Where's the actual "investigating". Cops need to weigh both stories 50/50. They always say stupid things like "why would the business lie? Both the owner & waitress said you went up to the customer tables & asked them for money, so why would they lie about that?" Officers need to be TRAINED that clearly everyone lies (or mis speaks) quite frequently, including officers. Hence.. why they ask the same questions over & over. But giving the complainant 100% vs suspicious person 0% isn't cutting it. They lie alot and for all kinds of reasons. Videos might not show everything from every angle but they don't lie for their own reasons.

    The lesson Officer Galt should have learned is this, never assume that the complainant is honest, all too often, people make shit up when they assume they are not recorded.
    More lessons for this Officer is this, stick to the law, never assume anything, if not sure, don't act without conferring with someone who does know.
    Treat people the same way you want to be treated.
    As a LEO, you are not given rights over people, you are granted powers by the people through the state to protect and serve them, remember, your paycheck comes from the very people you encounter every day at work.

    One of the biggest problems with these types of calls is that law enforcement seems hell bent on appeasing the person who called in order to make themselves look good in the caller eyes. This seems to run true from the vast majority of audits such as this. There are some cases where law enforcement will actually get both sides of the story but those are rare. Just like these cops trying to make the auditor "move along" which is what the business owner wanted. Never mind that someone's rights are being violated, just "move along" somewhere else. After watching all 3 of the IA interviews including the supervisor, very little was mentioned regarding them reaching into the pockets of the auditor even when he stated that he did not consent to searches and seizures. That was just skimmed over. They seemed to focus more on their own policies and Florida law regarding illegal detention. I'm sure both cops received some paid days off as "punishment" but they would be shielded from civil liability by the qualified immunity and thus the focus within the interviews of both cops "thinking" that panhandling was against the law. As long as they "thought" that they were upholding the law, most courts will not fault them for being so ignorant.

    11:31 Cop logic: because Jeff didn't answer his questions, he believed Jeff was asking for money. The stupidity of it all! Even if that were true, panhandling is not illegal in that city/state. I live in Chicago and our panhandling ordinances were repealed and ruled unconstitutional - a violation of our 1st amendment rights. People have the right to ask for help.

      - It makes sense that a cop could come to that conclusion to exercise willful ignorance in case he ends up in an IA interview - If this was the case, this was truly despicable.
      - It could be stupidity that a cop could come to that conclusion because he simply doesn't have the mental capacity to retain it - If this was the case, there needs to be an intelligence test before hiring.

      Also, in some states you can Panhandle but you do need a permit.
      So I guess in that jurisdiction they don't have any requirements for permits.
      I do feel bad for the business owner, and people visiting the establishment.
      I won't go to a business that has people picketing or begging.
      It seems to me that the city would benefit by giving permits and then that way people will have a specific place they are able to be when panhandling.
      Many jurisdictions and I thought all jurisdictions require a permit to pick it. He doesn't have to be asking for money out there with a sign. But having a sign most of them require permit because it gives you certain hours of the day that you're able to do this blah blah blah.

    I love the fact that the IA rep has all of their personnel files containing signed documents indicating that each of these guys read and understood departmental policies and guidelines regarding investigative detentions. This means that these guys have no wiggle room to say that they didn't know or misunderstood what they were and were not supposed to do.

This is a SUPER common practice. But usually they request and people give it up bc they assume they have to or just don’t want the hassle. I’d argue that asking is a 1983 violation under color of law.

    It’s embarrassing that law enforcers do not know the law, even the basic ID or trespassing laws which 99.9% of cops deal with on a day to day basis. It’s obvious that academy training and on the job training is inadequate. Also why isn’t there a independent exam before they are let loose in the public where their actions can ruin a citizens life.     One of the commenters here posted this Solomon-level gem of wisdom. If the business owner wants law enforcement to move Jeff along and certainly before they arrest him, they should require the business owner to sign a form that all information given is true and correct under penalty of law. If they're not willing to do that, that would conclusively (although not absolutely) prove they are lying about part, most or all of the "facts" of the situation.

    I am interested if they speak to the business owner. He should be charged with making a false report to the police by claiming you was asking for money.     Great job releasing these IA videos! This sort of stuff needs to be available publically much, much more often. The most striking thing about the videos is how contrite, humble, non-aggressive and non-confrontational and unconfident these Cops are when THEY are in the hot seat in front of someone THEY think or KNOW is or has real authority OVER THEM! It goes to show how they expect citizen obedience and deference to what they think is THEIR authority over citizens. We live in a country of thugs and plain thuggery! Proactive Policing is already a growing cancer and needs to be restrained. Police do not make us safe, and through their administration and manipulation, are virtually, single-handedly responsible for the theft of our independent spirit, liberty and our responsibility to community. Unfortunately, it's often OUR fault. Our people have become weak and cowardly turning to authority and thuggery, playing right into the heirarchy of power, to control others or effectuate their wants, most often completely irrespective of the actual law. We don't live in a country of laws, we live in a country of petty thugs and it's not going to just magically get better going forward. People need principle, we need real honor and character, we need integrity and the sand to stand on right and principle rather than the hollow, whore-ship of power and the in-human willingness to use power over others for no other reason than to satisfiy personal wants and desires! And the thugs behind badges need to be reeled in and back to their historical place. Along with restoring our constitutional Militia which would negate the need for the massive Police state that continues to grow, the Individual needs to be restored to his place in his community. Today police are nothing but a cancer and this story demonstrates how cops generally have neither the intellect or mettle to wield the power they believe they have! How many video's does one need to watch to see some sub-human with a badge answer a citizen when he claims to not have broken any laws with, "but in this day and age, you gotta understand how suspicious...." And just like that, the idea of LAW evaporates!

    The moral of the story is you can't mistreat people no matter how undesirable some business owner tells you they are, Lady Justice expects you to be blind to how the person looks and deaf to how the complainant says they acted, and let your investigation investigate all the video documentation so that you may determine whether or not the original complaint it is lying as opposed to behaving so as to think that no one ever lies about people they call undesirable

    Here we go again; let ME walk you through what you need to say….. This is not an investigation, this is classic “leading the witness”, independent civilian lawyers, depositions like the rest of us are required to do. I would have enormous respect IF any one of these officers just said, I was out of line and violated his rights, I made a mistake and for that I am sorry. Let the chips fall where they may.

      At this point both cops off record have been advising going to get minimum discipline reaction so that's why they're so forthcoming. I believe this is a sham they violated the rights of a citizen and will continue to do it in the future because they know there's no penalty for such things to them only the city and taxpayers have to pay for this crap.

    So far, all of these interviews have shown that the cops were mistaken about pan handling being a crime and that was what justified their demand for ID and detainment. I really hope that this mistake doesn't get translated into a "within policy" or a "no wrong doing" result. I know that we have all heard and many have been victim of the meaning of the phrase "ignorance of the law is no defense". Police officers are often not held to this standard, even though their job IS the law. I am often perplexed by what a citizen of the US is "required" to know when it comes to the law, but, I am doubly perplexed by the little police officers tend to know about the law. If my job was about enforcing the law, I would not consider it inappropriate to be required to be an expert in the law. Most other countries require police officer to have a minimum of a undergraduate degree in law, to be a law officer. In my opinion, being a police officer should be considered a white collar job, with the level of education and subject matter expertise to reflect that. It shouldn't be a job for the trade school drop out, former HS football player, bully.

      I predict they will say they have qualified immunity because they were acting in 'good faith', and did nothing wrong. 99.99% of the time that's what happens. Hopefully it will at least slow them down a little the next time they start to violate someone's rights. That's the big difference I see between policing now and policing 20 years ago; officers going zero to 100 very quickly, no restraint or thought given to anything but their ego and going hands on.

      Absolutely agree. It takes longer to earn a license to cut hair than to receive law enforcement credentials with issued badge and service weapon in Florida.

    More training is needed with many of these police departments. Just because a town has made an ordinance against a Constitutionally protected act......does not make it a legal law/ordinance. More training!

    He's a young guy...we all have to get experience on and off the job. he has learnt a lot during this incident. He seems to have a good demeanor about him. Some cops have a real attitude, but this guy doesn't. Hopefully he will be one of the old and good cops in the future. Good luck to him in the force.

    In all fairness, he eventually did what he was supposed to do - when in doubt, call a supervisor - and that's when things quickly went sideways. Which is why anyone in a supervisory role should be better versed on the law, than the subordinates that require educated direction. All promotions to supervisory positions should be subject to the completion of adequate training and testing to ensure that the qualifications are met. Or... you could do what they do now and just promote them and cross your fingers that they're not going to cost the city a fortune in civil settlements.

      Knowing they're going to violate the rights goes smoother once the subject is out numbered and out gunned. If you watch enough of theses videos you'll see that even when a real crime actually happens they will rarely spring the trap or pull out the cuffs until the rest of the goons show up. One on one, they try to keep you cool as a cucumber when back up arrives is when it usually escalates.

    I wonder how many police departments have internal affairs departments that actually investigate their officers like this? I don't know how many times I've heard of departments saying "We have investigated ourselves and found that we have committed no wrongdoing", or the IA division decides that a complaint doesn't even warrant any action.

    On September 15, 2023, I experienced a disconcerting interaction with Officer Easton in my condominium complex. As I was exiting the community, an unusual scene caught my attention. Rather than continuing her engagement with another resident, Officer Easton shifted her attention solely to me, asking "Can I help you?" three times. Her tone and manner suggested she wasn't offering assistance, but instead implying I should keep moving. I believe no resident should feel uneasy or threatened in their own neighborhood.
    After reporting Officer Easton to Internal Affairs, overseen by Lieutenant Singleton, he indicated that my cautious driving was viewed as a "safety issue" for Officer Easton. Yet, I stressed that I was neither driving erratically nor speeding. My sole "action" was noting uncommon events in my own community, something I think any resident would do instinctively. As a result of my complaint, Officer Easton's record now includes documentation of this misconduct.
    I believe that the role of the police is to ensure safety and build trust within the community they serve. My hope is that this feedback will be taken into consideration, leading to better training and more effective communication between officers and residents. It's essential that interactions with the public, especially in non-hostile settings, be conducted with professionalism and understanding.

    They admit to actively attempting to violate the rights of people who are unaware of their rights. And as a result of following that self developed procedure they can't cope when they don't get the outcome they desire, and as a result of that they use violence for their own satisfaction.

      It's what they state they do all day every day and this situation was no different to any other, except Jeff knew he wasn't required to ID, refused to satisfy their desires, and as a result they used violence for fulfillment because compliance had failed.
