I don't see why one would run fog lights to run simultaneously with the stock DRL without the low beams on. Fog lights have a purpose: to better see the road at close range when it's raining, snowing or foggy, and to better be seen under such circumstances. In some countries, it's actually forbidden to turn the front fog lights on if one of these weather conditions aren't met. The OEM fog lights are actually wired to turn them on/off with a switch on the left command for the lights, behind the steering wheel, and they won't light on if the low beams aren't turned on. Regarding what you try to achieve, you'd better buy an aftermarket fog lights with DRL ring and only run the ring as DRL as intended.
