Nothing worked...but...
'Had this problem when I re-flashed to Lineage OS 13 to keep SCR Pro working for recording gameplays for my RUclips channel. My Sygic navigation didn't want to let me use it's real view feature where you see the road through the camera with an arrow on the roads to show where to go. I reset app preferences but then I individually turned each app's permission off until I got to Facebook. Settings kept crashing when trying to turn it off. I opened the Facebook app. Force closed it. Then turned the permission off. I went to the navigation app and enabled the permission. Everything works perfectly now! Thanks!

Thank you for providing this. I have a phone I like, from Tracfone (which does not allow Android to update). It runs Android Marshmallow, so this video was very helpful. Note: nothing worked until you got to the reboot in safe mode. I had to use that even to install the install button unblocker that you recommend, because Google Play Services was also trying to detect a screen overlay.

Thanks to you showing the problem could have been for the home screen itself the easy slide which gives access quick access to your apps ect. As soon as I turned it off, it works just like it should. I installed the Install Button Unlocker, and everything did as you said until it got to turning on accessibility. Now, when I attempt to slide the accessibility button for this app to ON, a pop-up comes which tells me what that will do, and offers options "OK" or "Cancel". At that point, the screen freezes and will not allow me to tap OK. It WILL accept a tap on the cancel button, which of course leaves the accessibility turned OFF.
