Obviously it’s the plug🙄 if it’s h4, there are two separate filaments in the bulb, one for each beam, they can break separately so that only one beam works!
i have tried this but the lights don't turn on unless i leave one of the h4 sockets with a bulb in it. What could be the reason and is there a solution to the problem?
So I have a h1 headlight and I'm trying to install a dual beam 9007 so I get high to work not low beam. You're saying run theow beam wire from the 9007 to the positive of the low beam of the h7. Now I have everything connected to the the high beams which are the 3 prong h15. Going to try it now

Yep, this guy has no idea.
So my problem is similar to yours. Both lights don't have nothing until I turn on high beam. But only the low beam work. Could it be the plug

There is an element broken in your globe. Replace the globe not the plug.
