      whisperingsage I don’t know how Australia does it specifically, but there are 4 classic methods: (1) an independently appointed commission where the members are either required to be non-partisan or an equal number of each of the major parties draws the boundaries (2) develop an algorithm that takes in the census data and automatically determines how to create the districts by a strict set of rules, most commonly some variant on the “shortest splitline” method, where the algorithm tries to find the shortest total length of all the borders, or (3) pay the same type of scoundrels who know how to gerrymander a district to favor one party, and put them on the payroll OF a non-partisan commission to gerrymander the districts so they proportionately *match* the region-wide popular vote (no one actually does this, but it has been proposed because it’s the only way to guarantee proportional representation and small, local districts at the same time) or (4) hold elections by a more proportional system, like STV which is hard to gerrymander and keeps some local representatives or PR which is impossible to gerrymander, but requires making political parties an official part of the election process and means you have no local rep, just pan-regional reps for the entire region.

      @@whisperingsage89 the Australian Electoral Commission (AEC) organises the boundaries based on constitutional requirements and also runs the elections. We can do postal voting a month or so in advance and they put a voting booth in pretty much every school. This makes it very convenient to vote, which is key to getting people at the gate. Short lines and the schools do a democracy sausage sizzle (BBQ) as fund raising. Seeing as people are usually going to the school there kids go or went to it becomes a community thing.

      The U.S. is a republic who vote for representatives who vote on laws on there constituents...true democracy is everyone votes on everything... However like in Spain and Greece recently mob rule tend takes over democracy and the public drive the country off the cliff by voting themselves raises and luxury benefits and pensions; however in a Republic the representatives local, state and federal vote for higher pay benefits and pensions for themselves and don't give a crap about the public ; o

      The United States is absolutely not a democracy - no one who understands US government would say that (the US is a constitutional republic). The congressional districts are decided by state legislatures which are both partisan bodies and elected by citizen voters. Voters are plenty free to vote in gerrymander-free Gubernatorial and Presidential races - whose winners choose the judicial nominees who will go on to decide if specific examples of gerrymandering are unconstitutional (see NC). Voters are also fully free to vote in gerrymander-free Senate races, etc. The idea that some King in a dark room decides the districts is ridiculous - those district lines are decided by majority bodies represented by political parties by which the US People's (i.e. you and me) values are represented.

      Racial gerrymandering is what is illegal but partisan gerrymandering is currently completely legal in most states. See Rucho v. Common Cause; it's up to the states and Congress to legislate against it.

      Considering that voting is regulated by the States and not the Federal government, it is 100% legal on a Federal level. It is, however, illegal in some states (like California) because they passed legislation banning it. We'd need an entirely new Amendment to overturn Gerrymandering on a national level.

      Waddehaddeduddedaa Winner-takes-all isn’t the problem in congressional elections (though it is probably most of the problem in presidential elections). Americans and others validly like to have themselves local elections for federal offices, so a proportional system just won’t work. Therefore, we should instead fix how the borders are made and how people vote. If we just had a non-partisan council drawing the borders and ranked voting, stuff would work fine, even if we kept local elections and the winner-takes-all system.

Neither Trump or Clinton won more than 50% of the popular vote, meaning the majority of Americans didn't want one or the other. If Hillary won, 51% of Americans would have a president they didn't vote for. The solution is an entirely new voting system.

    If you have a system like in Germany, gerrymandering makes no sense at all: Yes, the winners of each district become members of the parliament, but then the seats are filled up in a way to represent the relation of votes. If one party wins 10 districts with 52.5% each, it sends the 10 candidates to parliament, but then the parliament will be "filled up" with 9 people from the other party (or parties), so that the ratio is preserved (because 10/19 is about 0.525). So in the end you gain nothing from gerrymandering.

      They still have the 5% hurdle, which undemocratic bullshit. It's not even a relic of the past, they recently introduced the same thing for their EU elections just to try to prevent a certain party that got 2.4% last time from getting into EU parliament again next time.
      Politicians over here aren't any better, Germany just happens to have a better constitution since they didn't really have a choice about updating it back then.

You can solve gerrymandering under first past the post, which allows for strong governments with two parties competing for power as they do in the United States.

      More like Arnie explaining why single seat first-past-the-post is a bad election method. Not every election method is suspectible to Gerry mandering. Simplest fix to gerry mandering is to adopt a voting method, that can not be or is really really hard to gerry mander. FPTP is really really easy to gerry mander. It is a known flaw of the method. not a flaw of democracy overall. Nor is it unique to USA, it is a systemic issue of First-Past-The-Post. Not issue of USA having exceptionally bad political culture etc.
      The classic trick of Gerry mandering is to make the opponent win with absolute land slide in few districts via stuffing them in couple districts like the last example. Then have your self win with as few votes as possible so that in the last example Blue needed 9 votes to get a single representative, but red needed only six. However if the district has say 3 seats available this doesn't work anymore. Stuffing the blue to one district just ensures they get 3 seats from that one district, when red only gets 2 from their district. Which ends up with well both blue and red needs about 3 votes to get a representative.
      Or if one is winning as showed, trickle the losing side to remove all representation from them.
      Gerry mandering works on wasting votes. If one diminishes wasting votes by giving more seats per district, well Gerry mandering becomes pointless. One can redraw the lines however one wants, but within a 33% margin the results will follow the democraphics. Want even more granularity have district have 5 seat and so on. If you have trickled 20% of the minority in each district, with 5 seats per district, they still get their one seat. Unlike in FPTP, where they get nothing.

      Or a representative republic. Democracy as originally made was where every person in the city-state would vote for each law. The district/electoral college was made in a time where 4 of the states had almost 40% of the population. To let the full 13 states have a voice, districts were made. The issue we have now is that party controlled borders. Districts should follow county borders, and then balancing voting per districts.

    Even simpler: don't have districts. Count the votes in all the state and assign seats proportionally to the votes.

      Well - you want representation to be founded locally or the distance to politicians become even larger.
      In my country we have what we call additional mandates. Most politicians are elected with local votes, but just a few of the once that did best, but didn't get elected, are elected with votes from outside there constituency. That's how we achieve proportionality, and there is almost no incentive to tamper with constituencies. You need surprisingly few additional mandates to counter gerrymandering.

      @M D Proportional Representation. You get seats based on your share of the vote. You might have Democrats, Republicans, libertarians a Green party. So you get to chose something that fits your ideas better. And with no party probably getting over 50%, the biggest party would have to seek partners to form a government.

    Low-key the most important part of this presentation is the second sheet. If all the boxes are covered to start out with, both the first and second sheets seem equally fair - the districts are evenly grouped with no panhandles or obvious holes, but the second is still gerrymandered.
    The thing to learn is what Gov. Schwarzenegger stresses at the end - proportional representation is the real end goal. Sometimes when redistricting it's important to consider demographic lines so that small voting blocs aren't split and disenfranchised. If a group makes up 10%, or 20% of the voting population they should get 20% of the representation, not split neatly down the middle into two blocs that never qualify and never become able to defend themselves.

      The way I see it: districts should be equal in population (more or less), but the vote count should go directly to state party number. Once the state numbers are up, then split the party percentages into number of representatives from each party. Say you have 17 districts with 60% R vote and 40% D vote, then you have 10 R and 7 D representatives. The top 10 red districts gets the R rep voted in the district and the top blue districts get the D rep voted in the district. Easy peasy. This system would work with a 3 or more party system.

This state has a more heavily populated string of sites along its northern section, and is much more rural and less populated elsewhere. The city dwellers in the Northwest are dealing with frequent flooding, the city in the NE has a rampant property crime problem, the farmers in the SW are struggling to get their goods to market on bad roads and the orchards in the SE are doing well with access to a quality cargo rail terminal and a superhighway to the cities in the north but no access to the internet. - The four quarters of the state have different concerns and different priorities for national help needed to fix them. - - - How do you divide this state's population with numerical parity while also providing representation to each area's concerns?

    South Africas system fixes this problem nicely. If there are 100 disctrics in a council, there will be 200 seats. The 1st 100 seats are voted for in the district and the party that wins the district wins the seat and that candidate is on the council. So Gerrymandering is a huge risk.
    However we then use the remaining 100 seats to fix it. Let's say party A won 75 districts and B won 25 districts, but the actual overall vote was 60% to 40%, then of those last 100 seats A will only get 45 of them and B will get 55 so that the overall representation in the council is A has 120 seats (75 districts + 45 assigned = 60%) and B has 80 seats (25 districts and 55 assigned = 40%) which is then the actual democratic representation. It makes Gerrymandering far less impactful overall

    This is why we here in up-side-down land have an independent electoral commission as part of the civil service.
    We also have a single, uniform, nation wide, voting system as mandated by the electoral commission.
    Boundaries are reallocated (generally AFTER elections) based on population distribution. Political intervention in this process is a form of corruption and therefor criminal.
    Many elections swing on margins of 5% or less in many marginal seats. If the ballot is won by less than (I think the number is 5000 votes) a recount is automatically triggered to make sure everything was done correctly.
    It might be a bit more expensive than the alternative but we have very few disputes during out elections.

    Holy Shit, Arnold actually LOOKS like Regan at this point when his makeup is minimal.
    My problem with these kinds of comparisons is that they always miss the most important final step. Real election maps aren't clear-cut like that. There's less red and blue and a whole lot more purple. In classes like this they should have a final set where the red and blue are scrambled but with a couple of patches where several squares of the same color are together. Then they should use a computer to make two maps, one that distributes the districts in fairly strait lines, and one that creates the wonky districts to give the minority a majority.

    The real question is: why do you still need that antiquated "winner takes it all" system in the first place? I understand it was somewhat practical in the old days of the united states (and maybe even fair as long as the district borders where not chosen to deliberately misrepresent the voters), but what's the benefit nowadays where you can accurately (ok, that's a whole different issue I wont go into here) count every single vote nationwide in a matter of hours? Just count every vote, get the percentages and assign seats accordingly - problem solved.
    At the same time this would solve the problem of having only two parties with realistic chances and open up the field for a much more fine grained representation of the voters. Which is undoubtedly not only more democratic than the current two-party system but would in turn alleviate the problem of one party always trying to block everything the other party does on principle and creating deadlocks when the majority in senate is different from the majority in the house.

      Direct voting would be a disaster. Major cities would have overwhelming power vs Rural towns and counties. Its why there are districts in the first place, and also why the electoral college exists. That way major cities do not decide the vote, and everyone's voice can be heard equally.

      @Ben McKean No, Proportional Representation merely means that the resulting percentages of the representation are approximately the same as the percentage of votes for those parties cast by the voters. There are many different systems that can be applied to get that result. The Neatherlands uses Party List Proportional Representation (PLPR), whereas Germany, and Here in NZ, we use Mixed Member Proportional (MMP). There is also Single Transferable Vote (STV) and a number of other systems that have been proposed.
      What Governor Schwarzenegger is talking about, is at both State Level and House of Representatives level, and this is where a Proportional System could greatly benefit the US. There would be no benefit in Senatorial or Presidential Races unless they were to look towards a system of runoffs where the winner is required to achieve of 50% of the vote.
      Now okay, you seem to be a non-believer in people's right to rule themselves via democratic representation, rather instead relying on a fluke of genetics based on the family line of whoever had the biggest army at some point in distant history, however, most people seem to believe that the ability to have some say in their government is preferable, and the US system was designed to avoid it becoming a monarchy, if at all possible. Rather it was designed for parties to work together and pass laws that would benefit all of it's people, and the best way to do that is to have fair representation of those people rather than having some people over represented and others under represented.
      The US system is probably one of the best designed for actually having multiple parties and working together to achieve law as that was how it was supposed to be, the two party system it has now is a failing of it's system, not a benefit.

    The problem is that there are districts in the first place to gerrymander. Let anyone vote anyone regardless of district. Let the people choose. The seats will be distributed between parties according to total votes and the passing nominees according to their personal votes. One man one vote.

    It's a good presentation, but he stopped short of what has ACTUALLY happened on the larger scale, where the 2 parties agree to the boundaries ensuring a safe seat for both parties in any given election cycle. This is what makes it so difficult to unseat an incumbent.
