In a typical construction contract, the contractor would have insurance until possession is given to occupier. I assume you need insurance when you get the keys. Please double check.
Would you not request the freeholder to carry out such tasks? Leaseholder probably won't have much say in this. You would need agreement from all freeholders. This is a difficult topic at the moment. Not sure if you should carry out independent review, try work as a group on leaseholders. I don't know anyone in Manchester for this. Sorry, not too helpful.
We hv already gathered over 50 leaseholders and are trying to approach more fellows to form a tenent asso. We are charged a rocket high figures on the works yet adajcent bldg (same developer)! does not need any works at all. So we want to find someone to offer independent advice to us. It's okay and thks. Potentially! Would need building control approval and possibly planning. Cost depends on many things such as drainage runs, sub structure, other sure constraints. A bit hard to say!
