Common White Vinegar in the US is about 2.5%. He said double strength, but then he added water too. So you could just use the stuff from the grocery store. The more water you add, the longer it will take to work on the rust. Vinegar has gone up in price a lot, it's not cheap to fill that tub he has. At least you don't need the fancy Apple Cider Vinegar which is ~10/gal. I use white vinegar saoking to get mill scale off steel.
