Nice, and better than the plastic from shopping bags, is the plastic from the furniture store. When I was homeless almost for eight years, I would going to the clean dumpsters of furniture stores and pull out large boxes and huge pieces of plastic. The kind of plastic that covers the couch a box that covers, her refrigerator, and, I was so warm and insulated. I would take the plastic around the box and then take the big plastic to cover the couch inside. It was like a sleeping bag. It could be 30° out and was warm and cozy in shorts and a T-shirt inside there. Great idea and it’s nice to see someone helping the homeless. I’m happy to say that I am no longer homeless.

That's a very clever idea but if it doesn't breathe (allow for the transfer of moisture), it can be quite dangerous as all that moisture will cling to you and make you even more cold the second you get out of it.
People with little to no experience surviving outdoors in cold climates often misunderstand: it isn't just about the cold, it's also about getting rid of the moisture on your body.
You absolutely need to have breathable materials.

The homeless crisis is nuts everywhere rn😢 see mothers with children on the streets in tents in negative weather… 😢

Also, new grocery bags may be made with corn starch so they are biodegradable. The frozen people will be covered with tiny pieces of plastic.

I made a dog house for a class project. It was made with the hard styrofoam that comes around tvs or computers. You kept it inside the cardboard box. It also had a clear hard plastic piece that allowed sunlight in.
Another theory would be to take a wok or other pan and make a solar cooker arrangement and have it inside a small structure to acquire heat and cook.
The next option is the death ray which is made from the large plastic fresnel type lens out of the very large projector type tvs.
This lense is so powerful in sunlight that it will melt a rock so be careful. You can also find these in the old school overhead projectors.
Some of these options only work in sunlight but the solar cooker could be used for heat and cooking.
Last but not least is garbage bags full of decaying leaves piled together. The decaying matter gives off heat.

The premise with garbage bags within garbage bags is the insulative factor. A homeless person on the streets needs help right there. Giving money to a shelter is great but how would that help the person right in front of you? Sleeping bags are expensive too and not everyone has that much money. Homeless people are transient and sleeping bags get wet and dirty or muddy then the homeless person leaves it behind. I have helped many homeless people with many different t things so I know first hand. If a person has a cut on their hand you give them a band aid not tell them you’ll donate money to the local hospital.
