I think part of it is also respect. The Fallout show, the Last of Us show, and even the One Piece show (another medium with past poort adaptations) all had the original creators involved. The various casts also meaningfully interacted with the original media in some way to understand the tone of the respective series. In terms of what to adapt id say its simply what speaks to people most about the series. Fallout under Bethesda has a more interesting setting then ot does a good story. The Last Of Us has a pretty bland setting but the writing is immaculate so they focused on the existing storyline. Otherwise its basically just a zombie apocalypse.
