This is over complicated. Simply have two charts that share the same legend, delete one legend, and move the remaining legend to the center. Seems silly to have an entire chart in the background just to use its legend. You already have 2, delete one, move the other freely.

Could you use 1 legend filter in the PowerPoint to filter all the graphs?
