So If you don't mind, could you explain that meaning of that sentence ? Can I understand like "The tibialis anterior is controlled by L4/L5/S1 nerve, but L4 is the strongest to this muscle." ?

Thats it. I popped my ankle Badsey. It was huge swelling and the area near the knee has a permanent bump now.
...and, I was hit by a car when I was younger. I trip easily due to not picking up the toe enough.
I also have a bulge below the knee. It really helps to 'now'.
