I don't think that it mattered whether the league thought Iverson was a thug or not, what mattered was that the financial model was shifting and the NBA was on top of it. Gate attendance was being leveraged into television contracts which leveraged fan engagement into corporate partnerships at the highest level and ironically that marginalized the fan. So, while Iverson was beloved by the fans he was the face of a culture that was jeopardizing the bottom line of the NBA. So they put a more palatable face on it. The NBA and its players act as partners, in so far as they act together to increase league revenues. This was primarily a way to get everyone paid more: ownership, corporate management, players...the whole league bought in and continues to profit off of it.
The NBA made Shaq and Kobe win against AI because they prefer a certain kind of "blackness". Iverson's was too flavoursome for most of those racist suits
