Cubase elements doesn't seem to have a Signature track. In that case bring up the tempo track {ctr t} and use the pencil tool to insert an additional time signature to the top line.

DUDEEE IVE BEEN LOOKING ALL NIGHT!!! any idea how to do in fl studio?
I copy/pasted this from Reddit. Let me know if it helps:
"Open the Piano roll for the Pattern and instrument or sample that you want to change time signature for
Piano roll options (top left arrow) → Time markers → Add time signature change…(Shift+Alt+T)
Choose new time signature
Move the marker - everything to the right of the time signature change marker will use the new time signature
To delete or edit, right-click the marker"
Here's the thread:

@@LTGuitarist thank you! this was really helpful it’s used in regional mexican. for example - “Jugaste Y Sufrí-Danny Lux” starts 4/4 then 3/4 and i was so confused when recording THANK YOUU
Long live bro...thx
God I love this daw so much. so simple
It's so straightforward isn't it?
There's *lots* in there but you don't need to know much at all to start creating good music
What if you DONT KNOW how to do all that?? How can you track the time signature and bpm in Cubase to tell you what it is ?
So the time sig is always 4/4 when you start a new project and the BPM is always 120. Both of those are in the transport panel (the moveable box with the play and stop buttons, etc) and you can change them by clicking and typing in new numbers.
If you want to alter them through the course of a piece then you need to use tempo or time signature tracks, as per this video.
Hope that helps, happy to answer any more questions!
