I think the whole innocence lost is the reason why she wasn't given that power... Given how Touko reacted to not being given that power, she just proved she wasn't worthy of it. They’re all different timelines but yes. mahoyo takes place in the 80s before Fate, Tsukihime, and knk and shows what the sisters were doing before they became legends in the magical world.
Well we now know that the reason aoko inherited the 5th magic was because of her special circuits allowing her to actually use the 5th magic without running out of power after 5 seconds, so no matter how long touko trained she wouldn't ever have inherited the 5th magic as long as aoko existed. Also Aoko's character profile in fgo mentions that Touko left before her gramps decided Aoko inherit the 5th magic. No idea what order of events is true in current canon now
