I think dimmer type is good in dimmer type you can control fan speed you want but in step type at 04 speed is slow and at 06 speed is at top.

I have ANCHOR stepper regulator.
At #1 position, fan speed is very very low ( no breeze ).
At #2, it goes to very very high speed.
Not able to get the medium speed.
Why is this happening ? Can i connect two regulators in series to improve ??
