Which would've been pretty neat if, say, you were doing a casual mono-type team. You could run three different items that did the same thing (ie. Charcoal, fire plate, fire memory), getting around online/battle tower restrictions that disallow pokemon running the same item. Also, with tera being a thing, its almost useless to run a memory on Silvally, as anything else would be better. Hell, even without tera, you might as well just run life orb, or again, anything else. Tldr; Gamefreak, please make memories better!
Personally offended by this video. Most takes from this channel are solid but this is just flat out wrong. Reasons why Silvally is the GOAT - Tailwind - Parting Shot - 120 base 100% accuracy nuke move w/ 0 drawbacks - has the option to change its type to slot into any team, whilst not being a requirement (similar to how u dont need to wear a mask and tera ogerpon, it's just better if u do) and if u wanna talk about vgc, on top of having tailwind/rockslide. it has the niche option of using any of the pledge moves, so if u wanna get ur opponent offguard w/ a nuke move that also sets up aurora veil or slows the enemy side of the field, u can do that.
The beauty of pledge moves is the dmg is calculated by the mon that uses the move first, AND its turn order, so if u for example use a scarf zard or something with fire pledge or use a greninja w/ water pledge, ur slotted. Silvally's speed/sp. attk doesn't matter.

It's kinda funny how Kingdra has more consistency with its 95 across bar its worse HP and Speed than Silvally but that goes to show how good being a Water Dragon is, Swift Swim for the Speed and also being able to hold items like Choice Specs. If it were my design choice, I would make Silvally 105 across. More than Mew, a good Speed tier but still awkward due to item limitations.
95 across the board is so eh, the german grading system is very accurate to this, the best grade is rewarded for 95%+ but not 95%, so basically pokemon copied germany smh
My biggest gripe with Silvally is how it's attacks aren't boosted by its memories like how Arceus's attacks are boosted by the plates. That's the biggest weakness of Silvally outside of its mediocre stats. The fact that any Silvally that isn't Normal Silvally is incapable of holding any helpful items. Here's to hoping GameFreak fixes that when Silvally comes back in Gen 10.
I’m sure they’d come up with some lore reason as to why the memories don’t function exactly like the plates, probably because it’s “imperfect” and they couldn’t completely emulate Arceus’ power. Regardless, it doesn’t do Silvally any favors and makes him far more one dimensional compared to Arceus.
I’ve given my piece in another comment. TL;DR - Change stats to 105 across the board - Change memories to a key item, so you can still have a held item - change ability to extra damage vs legendaries, mythicals, paradoxes, and ultra beasts

one thing that is really stupid is how the cd's (or however they were called) don't give a bonus damage to that specific type like the arceus plates most silvally forms are pretty much a pokemon without both ability and item
Does that really matter though? Multi-attack is already the same base power as a plate boosted judgment. If the did give the same boost, then multi-attack would probably be at 100 bp. Nothing would change.

@@kubomagico8853 Note that the title of that video includes 'close'. Arceus' ability is functionally identical to Sylvally, and plates are decent, but they aren't exactly all powerful. By the videos logic Arceus should only be slightly better than Sylvally, but it turns out having +25 in every single stat and a very strong move pool makes a huge difference. Maybe check out some of their other theorems covering other reasons that contribute to a pokemons power.
@@spekter1391 Arceus has a lot of physical sets because it has amazing stats combined with an amazing move pool to justify it. Sure, options would be nice, but while Sylvally's special move pool isn't terrible, it's also not particularly enticing. Ultimately, I just don't think giving memories the 20% boost that plates have would change much. I wouldn't be against it happening though.
Silvally is one of my favorite pokemon ever, so I know this video is going to be painful to watch. ...At least I can always still click funny STAB explosion.
Silvally is so close to be useable. Like if its stats got buffed by 5 each giving it 100bst in everything, it'll be decently fast to hit certain mon, it'll also be bulky enough to take hits, and deal solid damage. Then lastly if the discs gave a stab boost like the plates then we can see this pokemon being actually good.
Goodwill Arceus is Mew. Silvally is the generational hand me down that got dropped off at a landfill because the maintenance costs were too high to keep up with.

It's funny how this thing was canonically designed after Arceus's powers, and it ended up as a generic store brand Arceus that had a mask forcibly fitted on it. I guess you can't recreate God without something going wrong.
I'd still consider regigigas worse because while a lot of silvally forms are bad, many of them are pillars of lower tier metagames and some of them are even good in the middle tiers, to a level I consider far more impressive then being not that terrible in DPP (however if we include doubles gigas is definitely better, it actually did somethng)
Another thing to note is that Judgement technically has the same power as Multi-Attack (in 17 out of 18 forms), since Arceus' plates boost the respective move power by 20%. So Silvally diesn't even have a stronger signature move going for it.
Interestingly, I bet silvally rarely feels completely useless in practice when it’s on a team, but it’s probably pretty much always outclassed by something else in any given role. It will take some hits, it will deal some damage, it will move kinda fast, but the fact that it does none of these things particularly well just means there’s always someone better for your team. Being a jack of all trades with lower base stats and a generally shallower movepool than the other jack of all trades pokemon is just a kinda bad spot. Silvally can play any role you want, but it lacks a real niche that separates it from anything else.
Being strictly worse than anything is a death sentence, Silvally is pretty strong for a playthrough but there's literally no reason to use it in competitive. It has no ability, no held item, and no STAB...
I'd love a video centered around redeemed legendries. the Regies having fallen off, only to come back due to formats, or the gas in gigas's case. or say articuno, normally being a throwaway slot being quite good in snow during gen 9.
Even just base 105 in all stats would help this pokemon immensely. Also for th Ultra Beast killer it not getting access to any kind of Beast Boost is a slap in the nuts, even with the multitype gimmick
The held items should have had the forme change built in like the griseus orb, and then Silvally should have had an ability to mirror stat boosts from opponents' abilities. Or AT LEAST from Beast Boost. I mean, this is the same gen with friggin Marshadow That would have made its meh stats acceptable. It'd have been more fun for it to be broken abd banned than totally lame.
Silvally is a Pokemon I adored in SWSH, but for a reason that doesn't often get spoken about, and that reason is raids. I like to train some Pokemon to play on hardware with my friends ane Silvally's type switching gave me a supereffective attacker for all the vast majority of the raids early on. Multiattack doesn't list as changing types when dynamaxed but it does work, and it was a huge help early before strats for grinding various resources had been established, and before I had a broader roster of trained mons to rely upon. Sucks that it's not good competitively, but I'm glad I got the use out of it that I did.
Man, Silvally deverses SO MUCH BETTER. It's easily one of my favorite Legendary Pokemon on every level. It symbolizes a Mewtwo-like scenario, but with a happy ending and an epic purpose. It's chimera-esque design comes off as uncontained, like this Pokemon is simply living as it wants to - freely - which is exactly what it's doing. It's bright color scheme contrasts brilliantly with Type: Null's muted colors, fully showing that this Pokemon is full of life, has found a place of freedom in the world, and that the many hours of work put into it's creation have finally paid off. It's even conceptually like the other side of the "Mew" experience coin. While every Pokemon shares Mew's DNA (being the "first" Pokemon), Silvally shared (at the time) every Pokemon's DNA, effectively making things come full circle. Even it's purpose is the inverse of Mewtwo's: while the Mewtwo was created for conquest and evil, Silvally was created for protection and good. God, I love that Pokemon.
Regigigas at it's best: -Baller when can negate it's ability by running weezing / cofagrigas / various skill swap shenanigans in VGC -You can beat up with someone else to still make use of it's great attack stats in singles -Even at it's worst it has decent defensive stats to toxic stall or something Silvally at it's best: -It can be steel or fairy (while not holding an item)
The fact they didnt give 110 across the board is a crime. Hell id take 105. 95 is good a standalone stat. But as ALL of your stats? Big shame what they did to this boi.
120BP Multi-Attack isn't even better judgement since memories are worse plates. Since plates also give a 20% boost, judgment is also effectivly 120BP 90 BP Multi-Attack was just cruel...

dude, i remeber getting regice in a game of random doubles. THEY GAVE ME BLIZZARD, ICY WIND, T BOLT, AND PROTECT. I MISSED 6 BLIZZARDS AND AN ICY WIND. BOTH MY REGICE AND THIER GLIMMORA WERE ON THE FIELD THE ENTIRE GAME. I fucking hate regice.
This is a crazy idea, but here me out: 1. Give it base 100 everything and only 70 in speed = still 570. 2. Make the disc not only change Silvally typings, but also make the discs a Speed-type thick club; effectively giving it base 140 speed. (RIP Normal Silvally) 3. Give it a normal-type disc that doesnt change it to normal type, but functions like an anti-status item; preventing it from being statused (burn, paralyzed, etc.) [Silvally learn flames charge, it'll live]
Regigigas can atleast spread status + knock off items and generally be bulky / annoying to break through but Silvally there is barely any reason to use any of it's forms aside from fairy & steel in tiers where every other fairy & steel type has gone up a tier due to usage. Being basically a placeholder gotta be the worst fate for such a unique design
Another point is that Silvally is heavily reliant on holding a Memory for Coverage. It has no ground moves outside of Multi Attack Ground. Heck it doesn’t have E-Speed like Arceus to have a Extreme Killer at PU which probably would’ve helped
I've always felt like a good buff for Silvally would be the memories give it a second typing so normal/(memory) and the memories give him a 20% boost like the Arceus plates do. Also give Silvally extreme speed.
The very least they could have done for this thing would be giving it 102 across the board to mirror Arceus' 120 across the board. The next best thing though would be making the disks work like Rotom's forms where they're key items instead of held items. Atleast then it could compensate for its weakness with decent items.
Honestly I wouldn’t even put regigas second worst. It’s bulk stats are just straight up solid and slow start doesn’t affect utility based sets. It was usable in the low tiers on ground overload teams because of gravity and it even had a very brief moment of ou viability in the spectrier meta of gen 8 especially with its buffed movepool finally gaining access to protect and also having knock off as new additions to its kit specifically on balance teams with rillaboom ( it greatly appreciated the recovery from grassy terrain) it’s definitely down there but it’s had its moments
I honestly think silvally has some potential in vgc thx to the combination of usefull moves like parting shot, tailwind and some other ways of speed control while also being the strongest explosion user since with tera it can get a x2 boost making the move 500 base power
silvally can be a fun draft pick at least. it likely won't cost much but being able to change its type when you have a limited roster is kinda nice for covering matchups and making prep a little more awkward for opponents
Also it doesn't even learn a move of every type, it's fucking insane you make a mon made to assassinate certain targets and it lacks half the types in the game and even flexible priority. If you gave it a movepool update it'd be a lesser mew that can fit teams if you want to counter a specific pokemon, also multiattack 2x60 because we dont have a consistently used way to break sash/sturdy with such effectiveness, doubling down on it's lore and purpose. Or do what hacks do +10 to all stats, swords dance, earthquake i guess, lame, also unbound gives it a tough claws HA that lets it keep the original type it was before the patch but i think it should default to normal as a general offense variant. Overall if you run a phys or special you should get access to that type's thing on one side, like fairy would be special and you can use drill run on ground or some thing, making it have defined flexible sets, again, a mew you trade some stats for specialization and STAB.

IMO Silvaly and type-null should've had the same bst but with Type-Null being defensive and slow with Sivaly being strong and fast but frail. Would've worked better if the memories boosted types

The only good silvally design is in Pokemon Rejuvenation, with a bag item Silvally Crest, giving Silvally a different ability on top of holding a Memory. It boosts the moves with the same type by 1.2 and then gives a actual ability to silvally Normal Scrappy Grass Flower Veil Fire Moxie Water Marvel Scale Fighting Defiant Flying Gale Wings Poison Regenerator Electric Download Bug Tinted Lens Ground Sheer Force Rock Solid Rock Steel Heatproof Ice Gorilla Tactics Psychic Magic Bounce Dark Strong Jaws Ghost Mummy Fairy Unaware Dragon Multiscale
Ground is NU (and controversial there), Fairy and Ghost and Steel are PU, Dragon is ZUBL, Poison is ZU, and Dark and Fighting and Water are all good in ZU while Normal, Electric, Flying, Grass, and Psychic all have niches. Silvally is objectively better off than Regice, which isn’t ranked in SS ZU.
I personally would just quadruple down on the whole Mini-Arceus route they were going for. Arceus promotes creativity and healthy meta game development (part of why gen 8 ubers sucked without it), so it'd be cool if Sivally can do that too on the lower tiers with how gross the power creep has been. -Buff all of its base stats into 105, strongish, bulky, and fast, but not TOO any of those. -Give the Memories 1.2x power boost like the Plates do. Like why not? -Have Z-crystals change type. Like what the hell happened? Why isn't it like this? -Make Multi-Attack a physical version of Judgement, goes without saying -Give it more moves that made Arceus so good, like E-Speed, Calm Mind, Recover, and some other physical coverage for a start.
Arceus is high tier in Ubers since its inception because it has access to a ton of options that mitigate it not having an item. Recover covers for not having Leftovers and it taking more hazards damage in some forms. It has access to Calm Mind, Bulk Up, Swords Dance, and Dragon Dance as a multitude of boosting moves to cover for the lack of Choice items/Life Orb. And its plates boost its move bp anyways, so they at least count for _something._ And even if you don't want to run a plate and ditch its signature ability, it has access to STAB E-Speed to nuke mons regardless of Speed (not to say that Arceus doesn't still have a lot of that). Silvally has none of those. I mean, it has Swords Dance, I guess. Even it's memories not boosting specific types is a huge downgrade. "But Multi-Attack is 120 bp, so it's equal to Judgement with a plate boost!" Yeah, and what if you want to run a special attacking set, on a mon with _equal Attack and Special Attack?_ Into the bin it goes. And even running a physical Silvally is hard. It has its signature move at 120 bp with no drawback and SD, but then... are you going to run Double-Edge? The elemental fangs that still sit at 65 bp and 95% accuracy? Aerial Ace? Reversal? If Multi-Attack worked like Photon Geyser, where it was physical or special depending on Silvally's stats, then I could see it jumping up a tier. But it really needs better setup moves for its special side, a way better physical movepool (where's Earthquake, Game Freak? _Komala_ gets Earthquake), and _access to any form of recovery to cover for the fact that 17 out of 18 of its forms don't have access to Leftovers or Heavy-Duty Boots_ in order to do any sort of work in higher competitive tiers.
So, I will copy-paste my comment on Moxie Boosted video's to explain how Silvally could have been decent in VGC in early SwSh but GF completely messed up As Silvally strongest soldier I must said that he suffered from GF way of handling move pool during SwSh Era... Yes, he has Snarl and Parting Shot and also solid speed control options like Thunder wave, Icy Wind but he also get Tailwind during Ultra Sun/Moon. The reasons why nobody use him in gen 7 are : 1. He get Tailwind way too late.. 2. Everything else was better than him especially pre-buff Silvally could get some usage in early SwSh as a Tailwind setter that can snarl and Parting Shot, BUT Tailwind couldn't be learned outside of leveling... and if you wanted use a Pokémon from past gen in competitive you had to reset their mooveset... my boi deserved better. Imagine, a bulky Tailwind setter that can pivot with damage reduction and 120 always STABed Signatures move.
Ironically, with the plate boost, judgement is technically 120 bp(normal judgement has no plate but if youre normal arceus youre running e-killer instead of judgement anyways) The only exception is if you give arceus a z-crystal, which would leave judgement at 100 bp. But at that point you are playing gen 7, so multi-attack hasn't been buffed at that point anyways, so silvallly is still worse in every regard
I have always disliked that the Memories didn't do anything but take up an item slot to change Silvaly's type. So here's what I would change: It (and only it) becomes *immune* to it's own type. Instantly giving it a niche with Bug and Dark types as a switch in against U-Turn and Knock Off. I think that would really expand on the purpose of the drives since Arceus' Plates add the 20% boost in comparison.
I remember Silvally being said to be an "Ultra Beast killer" But like... which does it kill? It's stats are probably worse than every single Ultra Beast And besides like Fairy and Ground vs Guzzlord and Neihilego respectively, I can't see it winning against any UB 1 v 1, even if it had the type advantage.
Fun Fact; Regigigas had a brief time in limelight combo'd with Neutralizing Gas Galarian Wheezing in VGC during Gen 8. Silvally has absolutely seen less significant play than Regigigas.
Might be odd statement to make but I'm happy silvally is mostly garbage, since if it were good, it would probably steal niches or roles form other lower tier pokemon that suffer to get any usage (stuff that are in NU-ZU). I'm not a fan at all when a single mon with multiple forms exist that by existing prevents a bunch of pokemon from getting explored. If any legendary were to be buffed I would wish it wouldn't be Silvally
Also Regigigas had a funny time in dynamax vgc format with weezing, quite sure it won son tournaments. Nothing can save sivally outside of a straight up buff. Multi attack being a multi attack could be a start. Making it 100 all like the similar sized mythicals could be a second.
I always gave Silvally way more credit than it deserved in draft league, and picked it quite often. As a low tier potpourri support mon it was actually pretty valuable, but MAN it would've been so much better if they gave it Earthquake or High Horsepower. So many of its attacking types are walled by Steel, and it holds it back so much
Type: Null is actually really interesting, as it has a nearly identical statline to Silvally, has access to t-wave and pivot moves, and can use Eviolite. Eviolite Type: Null is one of the bulkist mons in the game and is effectively impossible to OHKO or even 2HKO. Unfortunately, lack of recovery and eviolite dependence kinda limits it's in practice utility and so it's not great.
I know this is a singles focused video, but I would still give the slight edge to Regigigas because it is usable in VGC alongside Kantonian Weezing Silvally exists, and arguably Eviolite Type:Null might actually be better
my proposition to fix silvally, just make all of it's stats 110, then it'll have 660 as a bst, which isnt as strong as restricted legendaries and it still lacks and item and an ability, i would however make it's memories give it's moves of that type a 1.1 boost and nerf multi-attack to 110 base power, sticking to the theme of 110/1.1 whereas as arceus is 120 in all stats and the plates give it a 1.2 boost (i would also buff judgement to 120 base power but that is probably unneccessary, just fits with the theme init), this way it's just a worse arceus so u have no reason to use it over arceus, but i thought that was the intention with silvally anyways, but if i were to give it one thing over arceus, it would be make multi-attack do double damage or 50% more damage to legendary pokemon, including ultra beasts bc wasn't it meant to be really good at destroying ultra beasts? idk, silvally needs something
They should have given it base 102 in every stat as another reference to Arceus (which has base 120). While it still wouldn't have been amazingly strong, the speed in particular would've given it a crucial leg up on a lot of other mons.
Heres a question. How much of a difference would it make if sivallys signature attack was a priority move with 60-70 base power and the drives boosted attacks like plates did? Was thinking of making that change in a pokemon rom hack for sun and moon.
Even with its crest which isnt even available without debug it's still pretty bad. Like the memory's giving the 20% is good and it actually getting to have abilities is nice but even on like fire which gets moxie or tinted lens on bug it's still just lacking. At most poison silvally haa a niche with regenerator parting shot and like... I guess ??? can hit hard enough with an unresisted multi attack but like... the stats are still really lacking. It still feels like itd need access to some form of boosting to be useful even with Silvally Crest and without it's just bad. It's a shame cause it's really neat conceptually and fun to use just lacking. Also considering thr stat spread I feel an argument could be made that eviolite Type: Null outclasses Silvally
Silvally is far from the most useless legendary in singles Silvally-Ground is legit one of the best lower tier legendaries last gen, being among the best mons in NU, better than stuff like Virizion, Calyrex, and Regice And Steel and Fairy are also stars in PU Yes, Regice and Virizion have success in the past, but those are because the power levels in those gens are lower. If Silvally was in those older gens with them, I guarantee you Silvally would be higher alongside them It’s also worth noting that Regice is in ZU in SwSh and is unusable garbage there, while Silvally is among the best mons in the entire tier
There's basically no downside to just giving Type Null an eviolite instead of evolving it. You get a real (although kind of mid) ability, and all stats but speed are identical so Null can be way bulkier. Your best method of recovery is still Rest Talk, but it outshines Temu Arceus in the same role.

If it were my design choice, I would make Silvally 105 across. More than Mew, a good Speed tier but still awkward due to item limitations.

My biggest gripe with Silvally is how it's attacks aren't boosted by its memories like how Arceus's attacks are boosted by the plates.
That's the biggest weakness of Silvally outside of its mediocre stats. The fact that any Silvally that isn't Normal Silvally is incapable of holding any helpful items.
Here's to hoping GameFreak fixes that when Silvally comes back in Gen 10.
I’m sure they’d come up with some lore reason as to why the memories don’t function exactly like the plates, probably because it’s “imperfect” and they couldn’t completely emulate Arceus’ power. Regardless, it doesn’t do Silvally any favors and makes him far more one dimensional compared to Arceus.

@@kubomagico8853 Note that the title of that video includes 'close'. Arceus' ability is functionally identical to Sylvally, and plates are decent, but they aren't exactly all powerful. By the videos logic Arceus should only be slightly better than Sylvally, but it turns out having +25 in every single stat and a very strong move pool makes a huge difference. Maybe check out some of their other theorems covering other reasons that contribute to a pokemons power.
@@spekter1391 Arceus has a lot of physical sets because it has amazing stats combined with an amazing move pool to justify it. Sure, options would be nice, but while Sylvally's special move pool isn't terrible, it's also not particularly enticing. Ultimately, I just don't think giving memories the 20% boost that plates have would change much. I wouldn't be against it happening though.

Silvally is so close to be useable. Like if its stats got buffed by 5 each giving it 100bst in everything, it'll be decently fast to hit certain mon, it'll also be bulky enough to take hits, and deal solid damage. Then lastly if the discs gave a stab boost like the plates then we can see this pokemon being actually good.

It's funny how this thing was canonically designed after Arceus's powers, and it ended up as a generic store brand Arceus that had a mask forcibly fitted on it. I guess you can't recreate God without something going wrong.
I'd still consider regigigas worse because while a lot of silvally forms are bad, many of them are pillars of lower tier metagames and some of them are even good in the middle tiers, to a level I consider far more impressive then being not that terrible in DPP (however if we include doubles gigas is definitely better, it actually did somethng)
Another thing to note is that Judgement technically has the same power as Multi-Attack (in 17 out of 18 forms), since Arceus' plates boost the respective move power by 20%. So Silvally diesn't even have a stronger signature move going for it.
Interestingly, I bet silvally rarely feels completely useless in practice when it’s on a team, but it’s probably pretty much always outclassed by something else in any given role. It will take some hits, it will deal some damage, it will move kinda fast, but the fact that it does none of these things particularly well just means there’s always someone better for your team. Being a jack of all trades with lower base stats and a generally shallower movepool than the other jack of all trades pokemon is just a kinda bad spot.
Silvally can play any role you want, but it lacks a real niche that separates it from anything else.
Being strictly worse than anything is a death sentence, Silvally is pretty strong for a playthrough but there's literally no reason to use it in competitive. It has no ability, no held item, and no STAB...
I'd love a video centered around redeemed legendries. the Regies having fallen off, only to come back due to formats, or the gas in gigas's case. or say articuno, normally being a throwaway slot being quite good in snow during gen 9.
Even just base 105 in all stats would help this pokemon immensely.
Also for th Ultra Beast killer it not getting access to any kind of Beast Boost is a slap in the nuts, even with the multitype gimmick

Silvally is a Pokemon I adored in SWSH, but for a reason that doesn't often get spoken about, and that reason is raids. I like to train some Pokemon to play on hardware with my friends ane Silvally's type switching gave me a supereffective attacker for all the vast majority of the raids early on. Multiattack doesn't list as changing types when dynamaxed but it does work, and it was a huge help early before strats for grinding various resources had been established, and before I had a broader roster of trained mons to rely upon. Sucks that it's not good competitively, but I'm glad I got the use out of it that I did.

Man, Silvally deverses SO MUCH BETTER. It's easily one of my favorite Legendary Pokemon on every level.
It symbolizes a Mewtwo-like scenario, but with a happy ending and an epic purpose. It's chimera-esque design comes off as uncontained, like this Pokemon is simply living as it wants to - freely - which is exactly what it's doing. It's bright color scheme contrasts brilliantly with Type: Null's muted colors, fully showing that this Pokemon is full of life, has found a place of freedom in the world, and that the many hours of work put into it's creation have finally paid off.
It's even conceptually like the other side of the "Mew" experience coin. While every Pokemon shares Mew's DNA (being the "first" Pokemon), Silvally shared (at the time) every Pokemon's DNA, effectively making things come full circle. Even it's purpose is the inverse of Mewtwo's: while the Mewtwo was created for conquest and evil, Silvally was created for protection and good.
God, I love that Pokemon.

120BP Multi-Attack isn't even better judgement since memories are worse plates. Since plates also give a 20% boost, judgment is also effectivly 120BP

I like how they gave multi-attack more base power than god's judgment to make up for memories not buffing move power like plates do
This is a crazy idea, but here me out:
1. Give it base 100 everything and only 70 in speed = still 570.
2. Make the disc not only change Silvally typings, but also make the discs a Speed-type thick club; effectively giving it base 140 speed. (RIP Normal Silvally)
3. Give it a normal-type disc that doesnt change it to normal type, but functions like an anti-status item; preventing it from being statused (burn, paralyzed, etc.) [Silvally learn flames charge, it'll live]
Regigigas can atleast spread status + knock off items and generally be bulky / annoying to break through but Silvally there is barely any reason to use any of it's forms aside from fairy & steel in tiers where every other fairy & steel type has gone up a tier due to usage. Being basically a placeholder gotta be the worst fate for such a unique design
Another point is that Silvally is heavily reliant on holding a Memory for Coverage. It has no ground moves outside of Multi Attack Ground. Heck it doesn’t have E-Speed like Arceus to have a Extreme Killer at PU which probably would’ve helped
I've always felt like a good buff for Silvally would be the memories give it a second typing so normal/(memory) and the memories give him a 20% boost like the Arceus plates do. Also give Silvally extreme speed.
The very least they could have done for this thing would be giving it 102 across the board to mirror Arceus' 120 across the board.
The next best thing though would be making the disks work like Rotom's forms where they're key items instead of held items. Atleast then it could compensate for its weakness with decent items.
Honestly I wouldn’t even put regigas second worst. It’s bulk stats are just straight up solid and slow start doesn’t affect utility based sets. It was usable in the low tiers on ground overload teams because of gravity and it even had a very brief moment of ou viability in the spectrier meta of gen 8 especially with its buffed movepool finally gaining access to protect and also having knock off as new additions to its kit specifically on balance teams with rillaboom ( it greatly appreciated the recovery from grassy terrain) it’s definitely down there but it’s had its moments
I honestly think silvally has some potential in vgc thx to the combination of usefull moves like parting shot, tailwind and some other ways of speed control while also being the strongest explosion user since with tera it can get a x2 boost making the move 500 base power

If you gave it a movepool update it'd be a lesser mew that can fit teams if you want to counter a specific pokemon, also multiattack 2x60 because we dont have a consistently used way to break sash/sturdy with such effectiveness, doubling down on it's lore and purpose.
Or do what hacks do +10 to all stats, swords dance, earthquake i guess, lame, also unbound gives it a tough claws HA that lets it keep the original type it was before the patch but i think it should default to normal as a general offense variant.
Overall if you run a phys or special you should get access to that type's thing on one side, like fairy would be special and you can use drill run on ground or some thing, making it have defined flexible sets, again, a mew you trade some stats for specialization and STAB.

Ground is NU (and controversial there), Fairy and Ghost and Steel are PU, Dragon is ZUBL, Poison is ZU, and Dark and Fighting and Water are all good in ZU while Normal, Electric, Flying, Grass, and Psychic all have niches. Silvally is objectively better off than Regice, which isn’t ranked in SS ZU.
I personally would just quadruple down on the whole Mini-Arceus route they were going for. Arceus promotes creativity and healthy meta game development (part of why gen 8 ubers sucked without it), so it'd be cool if Sivally can do that too on the lower tiers with how gross the power creep has been.
-Buff all of its base stats into 105, strongish, bulky, and fast, but not TOO any of those.
-Give the Memories 1.2x power boost like the Plates do. Like why not?
-Have Z-crystals change type. Like what the hell happened? Why isn't it like this?
-Make Multi-Attack a physical version of Judgement, goes without saying
-Give it more moves that made Arceus so good, like E-Speed, Calm Mind, Recover, and some other physical coverage for a start.
Arceus is high tier in Ubers since its inception because it has access to a ton of options that mitigate it not having an item. Recover covers for not having Leftovers and it taking more hazards damage in some forms. It has access to Calm Mind, Bulk Up, Swords Dance, and Dragon Dance as a multitude of boosting moves to cover for the lack of Choice items/Life Orb. And its plates boost its move bp anyways, so they at least count for _something._ And even if you don't want to run a plate and ditch its signature ability, it has access to STAB E-Speed to nuke mons regardless of Speed (not to say that Arceus doesn't still have a lot of that).
Silvally has none of those. I mean, it has Swords Dance, I guess. Even it's memories not boosting specific types is a huge downgrade. "But Multi-Attack is 120 bp, so it's equal to Judgement with a plate boost!" Yeah, and what if you want to run a special attacking set, on a mon with _equal Attack and Special Attack?_ Into the bin it goes.
And even running a physical Silvally is hard. It has its signature move at 120 bp with no drawback and SD, but then... are you going to run Double-Edge? The elemental fangs that still sit at 65 bp and 95% accuracy? Aerial Ace? Reversal?
If Multi-Attack worked like Photon Geyser, where it was physical or special depending on Silvally's stats, then I could see it jumping up a tier. But it really needs better setup moves for its special side, a way better physical movepool (where's Earthquake, Game Freak? _Komala_ gets Earthquake), and _access to any form of recovery to cover for the fact that 17 out of 18 of its forms don't have access to Leftovers or Heavy-Duty Boots_ in order to do any sort of work in higher competitive tiers.
So, I will copy-paste my comment on Moxie Boosted video's to explain how Silvally could have been decent in VGC in early SwSh but GF completely messed up
As Silvally strongest soldier I must said that he suffered from GF way of handling move pool during SwSh Era... Yes, he has Snarl and Parting Shot and also solid speed control options like Thunder wave, Icy Wind but he also get Tailwind during Ultra Sun/Moon. The reasons why nobody use him in gen 7 are :
1. He get Tailwind way too late..
2. Everything else was better than him especially pre-buff
Silvally could get some usage in early SwSh as a Tailwind setter that can snarl and Parting Shot, BUT Tailwind couldn't be learned outside of leveling... and if you wanted use a Pokémon from past gen in competitive you had to reset their mooveset... my boi deserved better. Imagine, a bulky Tailwind setter that can pivot with damage reduction and 120 always STABed Signatures move.
Ironically, with the plate boost, judgement is technically 120 bp(normal judgement has no plate but if youre normal arceus youre running e-killer instead of judgement anyways) The only exception is if you give arceus a z-crystal, which would leave judgement at 100 bp.
But at that point you are playing gen 7, so multi-attack hasn't been buffed at that point anyways, so silvallly is still worse in every regard
I have always disliked that the Memories didn't do anything but take up an item slot to change Silvaly's type. So here's what I would change:
It (and only it) becomes *immune* to it's own type. Instantly giving it a niche with Bug and Dark types as a switch in against U-Turn and Knock Off.
I think that would really expand on the purpose of the drives since Arceus' Plates add the 20% boost in comparison.

I have a softspot for Steel-type Silvally with Sp. Atk investment. I ran it with Charjabug for some gimmicky shenanigans in Battle Tree and Online.
Multi-attack isn't even stronger than Judgement in practise.
Arceus' plates give a 1.2x bonus to the respective type, but the memories don't IIRC.
Fun Fact; Regigigas had a brief time in limelight combo'd with Neutralizing Gas Galarian Wheezing in VGC during Gen 8.

Might be odd statement to make but I'm happy silvally is mostly garbage, since if it were good, it would probably steal niches or roles form other lower tier pokemon that suffer to get any usage (stuff that are in NU-ZU). I'm not a fan at all when a single mon with multiple forms exist that by existing prevents a bunch of pokemon from getting explored. If any legendary were to be buffed I would wish it wouldn't be Silvally
Also Regigigas had a funny time in dynamax vgc format with weezing, quite sure it won son tournaments. Nothing can save sivally outside of a straight up buff.
Multi attack being a multi attack could be a start. Making it 100 all like the similar sized mythicals could be a second.
I always gave Silvally way more credit than it deserved in draft league, and picked it quite often. As a low tier potpourri support mon it was actually pretty valuable, but MAN it would've been so much better if they gave it Earthquake or High Horsepower. So many of its attacking types are walled by Steel, and it holds it back so much
Wish it's items did more than just change types.

Type: Null is actually really interesting, as it has a nearly identical statline to Silvally, has access to t-wave and pivot moves, and can use Eviolite. Eviolite Type: Null is one of the bulkist mons in the game and is effectively impossible to OHKO or even 2HKO. Unfortunately, lack of recovery and eviolite dependence kinda limits it's in practice utility and so it's not great.
Sylvally is the one Pokémon that I’m hoping gets a buff in gen 10 or if they have another round of home compatibility with ZA

They should have given it base 102 in every stat as another reference to Arceus (which has base 120). While it still wouldn't have been amazingly strong, the speed in particular would've given it a crucial leg up on a lot of other mons.

Was thinking of making that change in a pokemon rom hack for sun and moon.
Even with its crest which isnt even available without debug it's still pretty bad. Like the memory's giving the 20% is good and it actually getting to have abilities is nice but even on like fire which gets moxie or tinted lens on bug it's still just lacking. At most poison silvally haa a niche with regenerator parting shot and like... I guess ??? can hit hard enough with an unresisted multi attack but like... the stats are still really lacking. It still feels like itd need access to some form of boosting to be useful even with Silvally Crest and without it's just bad. It's a shame cause it's really neat conceptually and fun to use just lacking.
Also considering thr stat spread I feel an argument could be made that eviolite Type: Null outclasses Silvally

Silvally is far from the most useless legendary in singles
Silvally-Ground is legit one of the best lower tier legendaries last gen, being among the best mons in NU, better than stuff like Virizion, Calyrex, and Regice
And Steel and Fairy are also stars in PU
Yes, Regice and Virizion have success in the past, but those are because the power levels in those gens are lower. If Silvally was in those older gens with them, I guarantee you Silvally would be higher alongside them
It’s also worth noting that Regice is in ZU in SwSh and is unusable garbage there, while Silvally is among the best mons in the entire tier
There's basically no downside to just giving Type Null an eviolite instead of evolving it. You get a real (although kind of mid) ability, and all stats but speed are identical so Null can be way bulkier. Your best method of recovery is still Rest Talk, but it outshines Temu Arceus in the same role.
