You can not transfer apps with app, only files.

Haven't a clue WTF is the problem with this but I've had zero success, I've tried different files & multiple different Android phones none of which are detecting the various files I've tried to transfer to 2 different build Shield TV's.. afraid I'm giving up as I've no problem with any of the devices for anything else, and somehow I ain't in a good mood anymore!

Perhaps it was a rare case but don't root your device because rooting can damage or harm your device.
Thats why you cant able to find application for rooting in play store because play store doesn't want that root in any phone
