Rather than blaming anyone for this😃😃, actually if we study chronology of events , in 1990's 60000 ton varyag aircraft carrier was offered to indian navy , then indian naval chief in one of the interview he said "what will we do with a 60000 ton varyag aircraft carrier when many of our ports cannot accommodate that kind of ships " that was the state of things of our martime sector in general and navy in particular.
Just after kargil war in 1999 plan to build an aircraft carrier was envisaged which at that time was planned to be a 30 kiloton carrier then the design phase of the carrier was started, but in 2005 the design was reviewed and changed to a 40+ kiloton carrier, though the actual ship-building phase started in 2009.
In 1999 when the design phase of the carrier was started we were under sanctions from USA we could not even think of USA aircraft at that point of time, rafale's induction had just started for French airforce with no export order or any kind of success for that aircraft.

Seriously????? Sometimes I doubt whether they are playing games? Is long term planning not their job? They say you can buy airforce in one not but it takes decades to raise a Navy. Navy should plan for at least 26 years. Where is the vision where is the planning and visio to build.
You can say in 2009 we don't know about lift size. But since the nuclear deal itself we knew that, US is warming up to India just because they want to sell their fighters and weapons.
