They was high up. It was at least 3 different ones following but far enough to not cause suspicion. I was getting gas at the green bp off the dan ryan during this chase lol but i only saw helicopters and state police

The video quality isn't the greatest and the panning movement of the camera made it look like the same speed as someone walking, but that's because they were panning the camera at the same speed as they tracked the person walking towards the tree.
