    The DoJ report is missing one key action. Put bad cops doing bad things through the criminal system, and not through the civil system. Qualified immunity does not apply to criminal cases.

End Qualified Immunity, and let them buy bonds, and pay into them out of their paychecks…THEN, when they want to be TYRANTS, the victims can go after their bonds, and if that doesn’t cover it, they can go after their personal vehicles, their houses, and anything else that secured those bonds, maybe they will think twice about their actions, if they have some skin in the game, otherwise it’s business as usual for them.

      You don't even need a two year report to figure that out. The police are never going to stop. Not as long as they continue to get away with it. The cops can force their way into homes with zero legal authority or warrant. Drag you out, rough you up.
      Then charge YOU with a crime against them, and send you to jail for battery on a police offer.
      Even if later the charges are dropped and you get released, the damage has already been done, and the cop that did it, gets off scot-free to do it again, and again. If that's not domestic terrorism, I don't know what is.

    They need to pass some federal laws with very stiff penalties for police officers who use unnecessary force. And that judgment of necessary force needs to be taken out of the city's hands. Probably taken out of the state's hands. Unfortunately, if you look hard enough, this is a problem all across the United States in many police departments. Officers nowadays seem to enjoy hurting people and then going back to the headquarters and bragging about it. It's been recorded multiple times. Also, their point system, we're making arrests and placing charges is how they get bonuses. It's not about good police work anymore. They are out of control. They go to a scene and don't find any crime, then just hang around and try to find something they can charge someone with on every single call. People who are just trying to live their lives in the United States of America as free citizens.
    It's gone beyond overzealous to evil intentions.

      Its not the laws. We already have too many laws. The problem is that no one is enforcing them. After all, who do you call when its the police committing the crimes? When you see the cops beating people up (sometimes the wrong guy) you can do nothing but stand there and watch.
      There's nobody you can call and say the police have the wrong guy. He has to go to tortured and go to jail and maybe sometime later, they will figure out they made a mistake. After all the damage has been done, and the person is still alive and not permanently crippled.

    Why dosen't ppd want oversight? Oversight can only better their performance, if ppd is bettering their performance even without oversight then why moan about additional help and guidance from the DOJ during oversight? If ppd has nothing to hide they should have nothing to fear. The fact they are fighting oversight tells me that's actually what they need, because they aren't interested in doing what is right by law, but are more keen on improving themselves through their own methods and practices, and that hasn't been good evidently.

      Problems with the Phoenix Police Department has been going on for quite a long time which means they had a long time to come up with the policies, training, and evaluation to self regulate. They’re only doing it now because the DOJ stepped in and found their dirty little secrets and don’t want to be held accountable.

    Why is any PD allowed to police itself? Shouldn't a higher level, independent organization provide oversight and internal affairs investigations at all levels? County oversees towns/cities, State PD oversees counties, FBI oversees states, DOJ oversees FBI.

    While better than NOTHING, the whole 'consent decree' process strikes me as a bad joke. You do not waste years trying to get criminal organizations to CONSENT to being less criminal. You ARREST them! Every example of 'misconduct' in that DoJ report is a CRIME. They spell out dozens of examples of police committing CRIMES... and remaining police officers.
    We need a division of the DOJ that is empowered to uphold all federal, state, county, and municipal laws, but ONLY against police and other government officials. Local police are NEVER going to be good at arresting their buddies. Local DAs are never going to be good at prosecuting the police that they rely on to get convictions. Hand it off to a division of the feds that can ONLY advance in their careers by identifying and bringing down criminal government officials.
    If police and other criminals with government jobs were subjected to even one-tenth the level of legal scrutiny everyday citizens are there'd be a sea change in this country. False and violent arrests would drop precipitously. Countless minor infractions (e.g. jaywalking, seatbelt requirements, any/all 'contempt of cop' ordinances, et cetera) that are aggressively imposed on some segments of the population, but NEVER on the officers, prosecutors, judges, and lawmakers responsible for them would disappear immediately if the feds posted up cameras outside courthouses, police precincts, et cetera and started handing out tickets en masse to the people responsible for creating and abusing those laws.
    Right now police and other government officials KNOW they can break the law with impunity. To the point that most of them don't even bother to learn what things are 'illegal' for them to do... because they know it doesn't really matter. They should be AFRAID of breaking the law. The only way that happens is if there is a branch of the justice system which is isolated from the rest of government and ONLY allowed to go after criminals in government.

    This happening all over America, especially Illinois.
    Police stations and whole towns are like Cartels.
    Police are being used as enforcers: Murders, arsons, forcible evictions, false arrests, false reports, excessive force, harassment, bomb threats to search without a warrant, illegal stops and searches, and many other crimes.
    You cannot get the state police, DA, FBI, DEA, DOJ or any other agency to investigate or even ask for the evidence.
    All the while the city commits more crimes and civil rights violations, like selling permits for people to "Take" private property for personal and public use.
    American police's idea of policing itself amounts to coverups, lies, false reports, false arrests, blaming the victims, qualified immunity, etc., anything to redirect attention away from themselves.
    And our judges are going along with it.

    Thank you Dave Biscobing for your report and for bringing attention to the dysfunction that exist inside the Phoenix PD. You did an awesome job. Now I only wish Arizona would eliminate qualified immunity the same way New Mexico has. That would help with some of these ongoing problems that plague many law enforcement agencies.

    Interm chief is just as guilty. They absolutely can not police themselves no police department can. My local allowed he worst and most corrupt cops become chief and he was later fired for home invasion not his first time commiting the offense either

    It sounds like the entire department needs to be fired and charged. A panel needs to be put in place to investigate incidents and have the power to fire and charge the officers and be able to tell the police union to go to hell. The unions are the ones that let the police think they can get away with it.

      Actually the problem is far deeper than the just the Phoenix PD. In fact, it deeper that all PDs across the nation. The problem is our criminal justice system (CJS). Its designed to encourage cops lie, and the lie is the foundation for all corruption beyond that.
      Cops only have two powers: to issue citations, and 2) to arrest. That's how they get their promotions and move forward in their careers. Therefore, they are encouraged to arrest as many people as they can. That includes the DA who gain their brownie credit from the prosecution of those people.
      That means the publish is no more that the raw material used to advance their careers. As long as that's the method in which our system works, corruption will be a part of it. Especially when its so easy for the police or the DA to manufacture crimes. Even when cops break the law and are totally wrong, the civilian still goes to jail and must fight arrest charges. Even when its clear on video, they have the wrong person or that person can prove their innocence.
      For example, the cops stopped a man because he was accused of stealing item from Walmart. The man complained the cops had no legal right to grab ahold of him with excessive force and showed them his receipt.
      The police still arrested him for resisting arrest. He was convicted and had to pay $1000 in court fees. Even though, he was never guilty of any crimes. That's how messed up our CJS is.
      Innocent people being arrested for resisting arrest is a travesty of justice, but it gets supported by the DA every day. And more and more innocent Americans are being turned into criminals, after the fact.

    No police need to be policing themselves. End qualified immunity, give citizens the ability to file criminal charges since the DOJ refuses to do it.

    So the end result was zero indictments by the DOJ for the horrible civil rights violations, but they sent a strongly worded letter? 🤣 So.much for all that "accountability" they claim to demand. Accountability means prosecutions. Fear of future prosecutions will stop this disgusting behavior. This is a slap on the wrist at best. As usual. Once again. Zero consequences.

    If DOJ wants to make a difference they need to ensure that real consequences are imposed on officers engaging in abusive behaviors. I.e. they need to have decertifications and criminal charges occur. This is the only way they will stop acting this way.

    Ask any cop anywhere what civil rights are and i guarantee you none of them can tell you what they are. They don't care about your rights because they know that they are protected by qualified immunity and their unions. End unionization of government and qualified immunity and i guarantee you they will learn quickly what our rights are.

    Qualified Immunity has created a nation of bullies with badges. They can commit crimes against citizens often and including murder and get away with it. But if you are a citizen and you resist excessive force (trying to defend yourself) you are mobbed and beaten down by several officers (there are literally hundreds of videos on this platform showing just that), charged with "resisting" or "obstruction" and will have your court case wrapped up in litigation for years. Then when you get to trial the judge will either dismiss the case or give the officers a slap on the wrist. A few years back a passenger in a car in Glendale was pulled from the car after failing to show ID (which he is not obligated to show) and tazed repeatedly even going so far as to having his shorts pulled down and being tazed on his scrotum. What was his punishment? A loss of certification and a $100 fine. This officer nearly kills a man and that's all he gets. But if we fight back, we get prison time. It's not only the law enforcement but the judicial system that denies Americans their due process.

    Why in earth would this be your final episode in this series? This hasn’t ended the problem hasn’t been solved. Wouldn’t that be the final episode of your series when you could say with confidence that it is safe to be a human being in Phoenix, Arizona or anywhere in Arizona for that manner Arizona is a dangerous place man, that anywhere in America, we don’t have civil rights anymore. They were taken away rightfully I suppose.

    This is a WORLD WIDE PROBLEM. I live in Scotland and it is ABSOLUTELY CRAZY that the Police here also Police themselves or have their BUDDIES in the ALLEGEDLY INDEPENDENT PIRC whenever a complaint is made against them. If it IS ACCEPTABLE for ORDINARY MEMBERS OF THE PUBLIC to sit on a JURY and judge the veracity of the evidence presented to them then there is ABSOLUTELY NO REASON why they cannot sit in judgement of Police. It would help restore ANY FAITH OR TRUST that the PUBLIC MAY still have in the SO CALLED JUSTICE SYSTEM. There also needs to be an investigation into WHY when a Police Constable is charged with a crime he/she is NOT treated the same as any ordinary MEMBER OF THE PUBLIC. Instead of being held to a HIGHER STANDARD of conduct, AS THEY SHOULD BE, they are first of all VERY RARELY REMANDED IN CUSTODY or given BAIL WITH STRINGENT CONDITIONS. If they are convicted then they AGAIN VERY RARELY RECEIVE A LONG SENTENCE and are IN FACT more likely to receive either A COMMUNITY BASED SENTENCE or a MUCH, MUCH LIGHTER SENTENCE AND IT IS USUALLY SUSPENDED.
    POLICE AND THE SO CALLED JUSTICE SYSTEM CORRUPT FROM THE TOP DOWN .

    Lexington, MS police department cannot police themselves. They need oversight, and civil lawsuits against individual police.
