Somehow, despite me shipping this for most of my Blue Lions run, Annette ended up with Dedue, and Ashe ended up with Mercedes. I still have no idea how that happened.
I think it's either random or there's a point system for when the two fight together in combat. OR depends on who gets to rank A first or last. The only way to ensure the couple you ship end up together is that they are the only ones with rank A support with each other.
