Did you try the same kit on another control that did not have the same problem? Did you try another cable to check if the problem was the kit or the control? I'm in the same situation, I just bought my first xbox 360 and the cable connected to the console works great, but it won't charge. I measured the battery voltage and it gave me 0. I manually charged the battery and these values went up, but it discharged very quickly, perhaps because I was using low voltage.
