The Chord is an Eb (III) Going to a Cm (I). The note he is doing is an A (#11), the same note the voice is doing, but their resolutions are opposite, Bass A to G, Vocal A to Bb. Thus, he's just complementing the voice line by contrary motion. This is more contrapunctual than harmonic.

Where I live the closest place that doesn't speak English as a primary language is Montreal, and everyone there knows at ;east some English.
