If Biden handles this disaster well it will make DeSantis look better than it makes Biden look to Floridians, because memory will preserve the frequency with which the governor appeared in the ground locally vs. the president. You remember asking, "Where's Biden?" when he never visited East Palestine. People will ask this about Milton regardless. If Biden handles recovery badly, or DeSantis does, people will blame the feds too. Biden plans to be around: he's cancelled international travel, including to Africa, very recently. Whether he's competent is up to him to prove, but he'll have to be miraculously better than competent to come off ahead enough here to threaten the powerful Republican machine in Florida. Even if Biden could control the weather, he'd be better off sending the hurricane off course south of the coast. Your theory lacks thorough explanatory power except at the base level of "revenge."
