  • In a previous video, I went over how and why you should get affordable housing lottery in New York City, but I go over the nitty gritty in this video with ALL of the REAL Pros and Cons you don't get anywhere else. You can make your decision on if the NYC Affordable Housing Lottery program is for you. Majority are familiar with the low income government affordable housing program, but did you know there is a medium income affordable housing program that majority of us New Yorkers would qualify for? PLUS you'll get a nice newly renovated apartment too! I also include tips for you to increase your chances in locking in the NYC affordable housing lottery!

    I would definitely recommend that people apply for the lottery. I started applying a year ago with the old site and I did not get much selections but with the new selection. i have already gotten 2 selections. So far a total of 5. If you are of an income of 50k or higher its a bit easier as most people apply are low income so that is honestly what I noticed when I have been applying. I still have not found the one I wanted so I am still applying. Christine, your advice is super helpful. On my own I can barely around the rent but this program makes it possible!

    I’ve been living in NYC house lottery apt now for 3 1/2 years. I recently transferred exactly last year this time around to a one bedroom unit in the same building from a studio. I started making a little bit more money in one of my jobs and the city had the office contact me that I was being audited. I don’t have any updates yet on that situation but it’s now a annoying stressful waiting game. Definitely if anyone is planning on applying for these apts prepare for the stress that comes with it

      @@ChristineWong Audited for eligibility. It’s complete BS. I’ve been looking for factual information about my rights on the issue and there’s literally no sources. Everyone has a different reply on this situation.

      ​​@@lovelyRubiaaif its a nyc housing connect apartment then.its rent stabilized so im.not sure why your income is being audited. Its possible your initial income was flagged because someone contacted them and claimed you lied about your income.

      Hi, can I ask how you went about the transfer process? Do they alert you when there is a vacancy in your building. I’m in a studio now and would love a 1 bedroom if one were to open up

    Great video. I also want to add that there are other preferences such as Community Board, Disability, and being a Municipal Employee. Applicants who meet those preferences are contacted first.

    Great video. I’m praying that I am blessed with the opportunity to get a unit. Only thing that gives me anxiety is the wait time 😩. Hopefully in the new housing connect site the process will be faster.

      @@ChristineWong yes I just came upon your video as well. It's beautiful and your advice is spot on, I've been doing exactly what you said and I can't wait for my time to come. I've been trying since 2015 w extremely high log numbers and recently got great info about applying as soon I get the notifications about units and I'm dedicated now to searching the lottery page every day, several times a day and applying in more than one Boro.

    To note - the application number and the log number are different. The log number is randomized as soon as the lottery closes. This number is kept internal. I called to find out my log number.

      They may have changed it or my agent didn’t care. When they initially emailed me, it had the exact log number in the subject line. 😂

I am more than well versed in the bureaucratic process (I actually got my disabled mother into a beautiful home in TN with USDA--a unicorn for sure).     Im in lottery building for two years now .a brand new building in east New York 🔥🔥. Laundry,24/7 security, rooftop,gym and mail room. I think even if I move somewhere else I’ll keep this.😂

      @@camalebell9826 this is on the 421a affordable housing program, not the low income government housing program. Both are affordable housing programs by HPD, just different. I would recommend you to look on their website to see what programs you can be eligible for.

    What is a "hot" neighborhood? And are there "cold" neighborhoods?

      I think it’s mostly on perception, but I mostly said hot neighborhoods if they are trendy or up and coming. Lots of growth, so I usually say that if you see new shops and restaurants popping up! You can say a lot of the “family friendly” neighborhoods are not hot but I wouldn’t say they are cold!

    You might have different rules because i think you said your place was middle income - when i lived in the lower income one, i had to recertify my income every year. That’s for tax purposes for the building owner.

      Yes, low income has a different process because it’s a whole different program. The process I was specifically talking in the video was for medium income!

    I had to go to the process in the shelter. That’s another option if you’re from a different state also but it’s a lottery, and somehow I received it..
    Threw the shelter you don’t get to pick your Bouro it’s random.

    I submitted my paperwork already to a property. However, I wanted to know if you ever reached out to them to get updates or if you just waited for them to personally contact you ? I’m very nervous because I truly need and want this apartment.. It’s literally across the street from my job.

      You would need to wait for the them to personally contact you. They have a whole process they go through before reaching out to you. They sometimes have agencies or property management that handle this (depending on what the building is using) so it’s not actually the HPD that takes this next step. For this reason, it’s hard to reach out to them.

    in my affordable housing home you recert each year n yes they check income to verify it doesn not go over. so maybe yours does not but all is not the same

      Yup, that has been the trend here! There are so many different programs out there, even within the 421a program, they have different ways they need to track and enforce!

      Sorry, this is a NYC specific program because it’s funded by NYC HPD! I’m not sure if there is a program for LA, but if you look up LA affordable housing programs, you might get something! I don’t know about the programs there unfortunately.

    What a pain in the... And you have to get lucky and win a lottery, and then qualify. I think there are different affordable housing programs and each has their own rules. Examples: Section 8, rent stabilized, NYCHA, Mitchell-Lama.

      You’re right! They shouldn’t make it this hard to get affordable house, but I think doing it with lottery makes it fair. There’s a lot of programs out there, the one that I just happen to get is the one with the 421a!

    How do they go about verifying income and bank statements ? I provided them
    But they still said it needed to be verified.I recently apply living in a different state and was told it’s down through a third party

      I’m not sure, I just provided all the documentation they needed and then let them handle it.

    I received an email for two separate apartments to upload all my documents. I didn’t go through with them because one apartment was too expensive and the other is in a not so hot neighborhood. The process is much faster. I don’t thing they are using log number, they may have gotten rid of that process. After the lottery due date ended I heard from them 2 weeks later. I will gather as much documents and have them ready....good tip. Thanks

      Congrats! Yeah, a lot of these developers are choosing gentrifying areas, but occasionally you get really good neighborhoods (I hit jackpot with Williamsburg), so being vigilant is key! Interesting that they aren’t using log number anymore. Good luck with everything, and I hope you get it!

      I think the process is moving faster right now due to covid. They are allowing applicants to do mostly everything virtually.

      You can always do both! That’s what I did. I submitted and stayed for about 2-3 years, using it as a way to save money while we looked around. Also, you never know when you’ll find the right condo. It took us two years!

    Hello, Christine Wong. I'm Eric and the reason for my comment is that I'm I have an section 8 voucher and I'm with HPD. I was just granded an extension until 07/11/2023. I have an disability with my (ankles) that prevents me from standing in a long period of time. Moving forward I'm having a very hard time finding an 1bd rm apartment here in NYC.     Do they look at deductions on your paycheck and credit card debts? I have a 401K loan through my employer and I take less weekly but my gross income is still the same.

      They look at the gross income and I think they do look at your credit card debt because they pull a credit report (much like many other landlords too).

      To be honest, I’m not so sure. They do ask you to provide your bank statements and that may be of concern to them. It may also get her in trouble because it might look like income but your mom is getting away with it tax-free.

    I live in an affordable housing apartment for 4 months however the neighborhood in unsafe , the building is dirty such a same and now I have a mice problem, I want to move out asap can i break my lease what would be the consequences as I have read my lease and it says I would have to pay use and occupancy until they find someone to re-rent it. Can you please advise thanks

      You can break lease but might have to deal with the repercussions of it or them waiting to find another eligible person. The lease is also legally binding so you do have to pay until then, BUT I would see what are your rights because you might be able to cancel the lease if you’re having many issues you did not cause. www.nycbar.org/get-legal-help/article/landlord-tenant/landlords-duties-obligations/

      The link to the programs is in the description! This particular one is the 421b program from HPD. I don’t think there is a specific name but the link in the description should be the central link to all eligible programs for you to explore!

    oof preference to NYC residents first :( good tips for planning for the future though! what is the price range that you've seen for affordable housing units?

      I know! I think it made sense though since it’s subsidized with NYC taxes and resources, but totally doable. I only had an NYC address for 3 months before I was called. 😂
      The price range for a one bedroom apartment could go as low as 1500 and as high as 2300. It depends on the neighborhood and amenities of the building. They sometimes have low income housing for some units within the building too which require a lower income bracket (20-40K maybe), but their rent could go even lower maybe at 1K-1500. Technically not “affordable” but when comparing to the market rate for comparable properties, it’s a STEAL.

    One pro is that you get to impress your friends living in doorman type building which you normally couldn't afford. And the internet is full of these video show offs.

      Haha indeed. I don’t think it’s something worth bragging but knowing that my building is secured and all my packages are protected is also a luxury we should all have so who is really winning 😅 Stolen packages is a real thing though.

    what a great video, i just have maybe a few question(s), say if i live with a bunch of family members but im not in the lease (like me for example) i just help out with the rent, how will that work? and i have this log number that is #130 i think does it take long? i think the last question is, say if someone lives in jersey but still want to live in NY don’t care what it is, would they still get rejected cause they live in NJ? I Pray that i get one of these apartments, i have one that is log 130 and the other like, 3395 and 703. thank you for the tips and etc

      If you’re not on the lease, I doubt that place will even show on your record. You have to provide copies of your rent payments. The preference goes to New Yorkers since we pay New York taxes so these programs are meant to benefit us but it’s not impossible! I think log number doesn’t matter too much, it depends on if you get selected when they close the lottery. Good luck!

      Unfortunately you wouldn’t be able to. Only the people on the lease are allowed to live in the unit. But for one week, I feel like that technically that could fly but a month wouldn’t.

    I applied in August 2023. I' got accepted to4 different places, but I refused each one, bcuz they're so small in size even for one lone person like myself who I happen to be clustaphobic and a senior. When viewing I totally started having. Anxiety episode without anyone noticing,,one place didn't even have a closet space. I worked my butt off obtaining documents they asked for . I'm so disappointed all I ask for is some space not a room the size of a jail cell!! But @68yrs of age living on a 4th floor walkup!!! .. Something's got to give,,¯⁠\⁠_⁠(⁠ツ⁠)⁠_⁠/⁠¯ #HELPNEEDED✌🏼

      I’m sorry about that! Is this through the 421b program or the low income government housing program? I remember seeing those as decently large spaces with modern updates for the program I was in. Or maybe you can consider other neighborhoods or boroughs?

    willimasburg is almost like the mahattsn of brooklyn, very clean areas, very low crime. fyi if your a city employee you have the highest chance of getting apartment you can apply and they will call you in 2-3 months somtimes. Thats because literally 90 percent of the nyc housing connect appartments have 5-10 percent of the apartments set aside for city workers only. If your nypd,nyfd, mta transit, or nycha you will basically skip thousands of people regardless of log number. Log numbers are randomly generated but if a log numebr is already taken, you won't be able to roll on that number, thats why applying as soon as possible gives yout he best chance of getting a low log number.
    good log numbers are usually 1-10000
    rmember thousands if not millions are applying, i saw a aparttment for queens, 1.8 million people applied to it. Some folks get log numbers of 55000 to 120000 easily.

      The area in Williamsburg I was in was actually not so clean or safe (the LES of Manhattan to go along with your analogy), but I didn’t realize city employees have priority! I did see that handicapped or people of domestic violence did have priority though.

      @@ChristineWong here's is another tip the senior apartments some have 90 percent mandatory for seniors but have 5-10 percent for city workers. So if you don't you mind living in a building with 90-95 percent seniors it's a steal as these apartments have the lowest rent, I'm talking 985 a month for two bedroom apartment.

    So, is the rent amount list on there the amount you will be charged? According to my income for a family of 4, I would pay $ 2,380.00 for a 2-bed apartment in Queens. Can this amount change?

      It can. It is rent stabilized, not rent controlled, so the most they could increase to is 1-2% (number provided annually by HPD) and not like crazy like market rate units you see nowadays. Usually to account for inflation, so with these recent inflation rates, not sure what it could be but I had 1-2%.

      Technically that “renting” from someone who got the apartment through lottery is not allowed unless they put you on the same exact lease and you had to go through the screening. I’m not sure if they’ll check if the address you put down is a lottery program apartment. It depends on the exact program because my boyfriend was in the low income government housing and we added him to my lease that was affordable housing through the 421a program and there were no issues.

      I’m not sure about full time students. If you are living alone, that means you alone will have to qualify income-wise. If you are going in with others and you all make the income requirement, that should be okay.

      Yup they ask for the same information they would with a normal lease or rental. It does depend on the exact program though, so I would double check with the leasing agent or management company.

    I just applied for senior housing or mixed housing developments so I am hoping I might get picked out of the lottery. I put in for as many lotteries as I am eligible and I have lived in nyc all my life. I live in a rooming house on state island in a tiny room

    Everybody please know... HPD will try to predict your future income & if that income is higher then your real income they will go based off that. Trust me they did it to me and it made me ineligible, putting me over income by $90. They did not give me a unit based off their made up AGI. They do a lot of underhanded things that you would have to research yourself like the HUD handbook.

      You sign an agreement when you sign the lease that this will be your primary residence and your only residence and that you will break lease with the other apartment so yes you will have to forfeit the other one because it would not be fair to others who would need the apartment as their one and only housing. If you put your daughter on the lease of the other apartment and you pay her rent, that is another way around it! Or at least until your daughter finds her own affordable housing!

    I live with my Mom and give her my half of the rent, in cash. So I do not have a paper trail of monthly rent payments. However, I am on her lease though, would this be a problem for me if I ever get contacted?

      I’m not sure because I’m not the person reviewing it, but I would ask the leasing agent or managing agent of the listing if you get called. I think most people with roommates will have something similar because it’s not like all roommates can pay for rent every time together.

    Cool vid but as a new yorker experiencing housing scarcity, it's messed up to advise non-nyc natives to enter in on a housing stock that is already extremely limited and created for native new yorkers who needed housing.

      I’m a native New Yorker and I see your point, but I don’t think it’s fair to exclude them for a few reasons. They prefer native New Yorkers but they also don’t limit non-NYC natives either. I don’t think it’s fair to exclude them either because there are transplants that are also equally trying to make a living and set their roots here. These programs aren’t decades funded but rather new programs come out and new buildings come out for the sake of our growing community. A native New Yorker student is just as important as a non-Native Chinese immigrant that moved to New York ten years ago. Or even a non-Native Texan single mother that moved in five years ago. If anything, if you pay taxes, you should be able to reap the benefits. In that case the native New Yorker student has paid less taxes than that non-Native Chinese immigrant.

      You’re welcome! It’s going to ask for a lot of documentation needed to apply to upload in your application directly, so everything that creating a profile will require most of what you need. Then when you get selected, it will ask again and that’s for the more recent information like bank statements, pay stubs, and utility bills. They are very upfront with what’s needed!

      You still can! They prioritize people from NYC though. It depends on which program you go for, but I usually know when I receive an email about next steps because you get the number when it closes.

    The issue I have is that is not permanent. Is only affordable for a limited time. After a couple of years, you have to go hunting for a new place again.

      I agree. Sometimes the rent will go higher and higher since it’s only rent stabilized and not rent controlled. It would eventually be unbearable. But they are still below market rates so you would still save so much more money than a normal apartment.

      Omg congratulations! If your income fluctuates, it doesn’t matter. They don’t verify your income after you sign. Even when I renewed my lease, they didn’t ask for my income or any documentation. At that point that is more of a personal decision if your income goes down and if you can still afford for it.       Honestly not much longer! I remember for me, they only did a credit check, fill out HPD paperwork, and the lease was ready. This period took 1-2 weeks to the time of lease signing.

      Not for the medium income 421b one. For the low income affordable housing, they adjust the rent based off of your income. This is typically the government housing and not the one with a landlord, property management company, or developer.

      I signed a one year lease. Upon renewing my lease I did have the opportunity to sign a two year lease. And I ended up eating the cost of all of the remaining months because the process of finding and getting someone took a while.

      @@annaho5562 you’re welcome! Yeah, a lease is technically a binding document so when you break lease, you’re the one in the wrong because you’re breaching the contract. Some landlords charge a penalty but most don’t care until they (or you) find a tenant first.

      I can only speak from my own experience. Mine was 3 units out of 10 and the 3 were the top front apartments. In a way they were separated, but they weren’t better or worse units and had the same exact layout as the others.

    I was just contacted by a luxury apartment in Hells Kitchen. I applied to 10 years ago. I happen to fit the income qualifications because of covid (I was on unemployment since March 2020). I used to freelance before and would not normally fit their income qualifications. I am still not working. Will that look bad on my interview? I was a little nervous to get a job if it's going to take me over the qualifications combined with my unemployment. I called and they said working is not a requirement to get into the building. But I also want to look like a good tenant. What do you think I should do?

      I think if you fit the income qualifications, you’re good but they do make sure you have a good credit score which I know could be difficult to maintain unemployed. The credit score would be more of an accurate way to see if you’ll pay the rent in time.

For your building is the rent income based? If you should get an increase in income what happens to the rent? If you should lose your job and have to apply for HRA what happens to your tendency and your rent?

      You’re mostly talking about the low income government housing and not the 421a program. The 421a program does require an income range to qualify but you don’t need to certify every month and the rent stays the same every lease until it renews and it goes up (as it’s rent stabilized and not rent controlled). Pretty much after you secure the lease, it’ll be treated like any other normal lease.

They put you through a very long tedious process as far as submitting paperwork and then you have to be approved by HPD I'm just wondering after you are approved by HPD and show you the apartment every year does your rent go up or what do they do what do they ask you for because I'm currently living in nycha New York City Housing authority and our rent is calculated by way of 30% of our income and we do an annual quarterly so I'm just wondering if these individuals operate the same way.

For some reason why another it has a meter on the toilet, on my video If You fast-forward to when they show me the bathroom you will see what I mean. The building has a electric stove. I am required to pay electricity even central air electricity including the stove. Is 421a buildings rent 30% of your income? This apartment has an electric stove the apartment that I'm living in right now has a gas stove.

      421a is not 30% of your income, it’s a requirement on the owner to have 30% of the unit for affordable housing. They may have requirements for those units with differences in % of average median income households as a determination.

      You went through the entire process and they provided you the apartment? I would ask them and clarify. It’s odd that they would let you. It’s possible that you were chosen for lottery for the studio and not the 1 bedroom but you can ask the managing agent what you can do.

      June 3 of this year, she over calculated my income.
      Placing me in the higher bracket. Once she told me what I was eligible for I asked her how. She re-did my
      file with a decreased amount but hasn’t updated me on my status. I also showed her both my 2020 and 2021 tax return.
      My first job is main income (10 years). I just don’t want to be stuck when I know that’s not the bracket I’m in.

      It depends. Housing lottery has a lot of financial savings but it also has a lot of red tape and you’re more restricted. Private will be market rate and it isn’t regulated as to how much rents can be increased but you get a lot more flexibility and turnaround time is super fast usually.

      To move all its voucher holders to Bronx
      This definiatley seems to be t/ case

    I live in a 80/20 apartment. It’s a one bedroom and me with my two kids. My boyfriend and I want to take the next step and move in together. Can 4 people be in a one bedroom?

      I don’t think so. They do have charts that show how many people are able to live in the different capacities, and I mostly see two people as the max household for a one bedroom. This is for specifically for the 421b one. I’ve heard of bigger households fitting into smaller capacities for the government affordable housing (6 people in a 2 bedroom), so you may want to look into those but they are way more competitive and harder to get. I would confirm by looking what’s out there but this is just what I’ve noticed from the website’s offerings and people I know who have also gone through the process!

      Building management. The managing agent that worked on this lottery said that once the initial lease is signed you can do whatever to it when I asked.

      It depends on the program you go for! I also know another person who did the same program as me and added someone on the lease a year later as well. I actually asked my landlord and the management they fo through and they gave me the go ahead. Asked for the same paperwork a non-affordable housing unit would be.

      @@ChristineWong Hun you keep saying that like all the programs are not regulated by the IRS. 421a has 67 pages of material. Your landlord may have overlooked it but what you did is considered “fraud” and there’s clear written guidelines about applying and getting approval with the intention of moving someone (over the age of 18) in. The IRS and city agency’s do this to prevent say a person who makes $40k from receiving a unit (low income AMI) then moving in another adult who makes $40k. Bringing them to (middle income AMI). Also 421a program ranges from “low low” $15k per yr - high income $165k per yr. I saw you comment low income and middle income were different programs. It’s all LIHTC. You may be confusing nycha. You signed a reaffirmation of income before you signed your lease correct? That’s in regard to make sure it would be just your income for that unit. You got reallyyyyy lucky.

      It takes a LOT LONGER. Usually nothing happens until the lottery closes for the one you apply for. Only then do they go through the applications. Earlier lot number, the better.
      After that, you need to show qualifying papers to verify your income and then you can check out the open house and you’re done.

      Since you want the earliest lot number, you want to do it as early as possible so your waiting time would be longer. They list of properties there update frequently, so I would check and almost stalk the page for new ones to apply for.

      They didn’t ask me to certify my income. The agent says the initial lease was the one that mattered the most.

      According to my experience and some of my friends under the 421a and the mixed medium income housing, it will not increase. For government affordable housing for low income, yes it will.

      The moment I signed the lease, I asked the managing agent how would it work to add my boyfriend on. She said I could after I signed my lease but talk to the property management. They added him onto the lease but did the standard paperwork needed instead. He moved in a month after I signed but he got added onto the lease officially a few months later. I don’t think you can negotiate at all as these are agreed upon the HPD and landlord/management.

    Christine, quick question, my son attends FIT, he lives in the dorm, but would like to get an apartment instead. Do you think his residence at FIT and him working in the city and going to school will qualify? Clearly, he doesn't pay utilities etc so just wondering your opinion. thanks in advance.

      @@claudiacooley4901 Full time students do not qualify for the affordable housing program (its an IRS guideline) there are exemptions though read up on them. Nice of her to do this video but she seems not that versed in the program search RUclips for others who can guide you through the affordable housing program and the laws.

      The intention of the video was to discuss my own experience and for those who who could benefit in the same situation as me. HPD has so many programs, and I also only know two other people who were in the same program as me and a family in the low income government housing, but I can’t speak for everyone’s situation. I would always recommend looking directly on the website where it has the latest and greatest because it always changes too!

    How were you able to get your bf to sign because that would mean 2 incomes for that AMI.
    There are rules against that in the system when I spoke to a HPD officer.

      The agency our building used said you only really need to qualify to get in but you don’t need to requalify to stay. They added my boyfriend onto the lease no problem and also had no problem when renewing my lease. He showed the typical paperwork of his tax forms, paystubs, bank statements, etc. and I didn’t have to show anything. This was for the 421a tax abatement program. For the other programs, it differs.

      It’s not a scam, it’s just how it is in general. Even with a normal apartment, you’re on the hook because a lease is a contract. The only difference is instead of finding a new tenant yourself (in which that itself could take months too), the HPD is doing it so it takes more time because it goes through lottery again.

      Most people sublet but with affordable housing if someone unqualified is in the unit, the landlord or property owner could lose the tax benefits.

      @@ChristineWong i mean the whole process in general is scammy. making new yorkers battle to the death for "affordable housing" when its not really affordable housing. then you have to jump through hoops. its just sad that nyc is like this. the truth is alot of people sublet ILLEGALLY my own neighbors do it, and it kind of hurts the process bc take NYCHA for example, they are frozen bc of the illegal subletting going on. things dont have to be this hard thats just the way they make it in nyc so that you can stay down. it is what it is.

      I think the low income housing is a lot more attractive to those who need it. These particular prices are for medium income households. I agree it does seem like a LOT of hurdles, but I also think that the HPD is doing this with income verification to make sure the right people are getting the help and not people who try to abuse the system.

      The low income housing for example could be a two bedroom apartment in Lower East Side with all utilities included for only 1K a month. I know a few others who are in the low income housing. That kind of affordable housing still exists. Pretty much first come first serve but so many people stay in those apartments because of the low rent.

      What’s not true? I found my building on StreetEasy too, but only some of the units are allocated for the affordable housing. I used StreetEasy to see if the building was worth applying for. But the proper way to apply for it is in the HPD portal, they use other sites to get awareness most of the times.

Sorry, yes some of the affordable housing are on street easy, trulia and rent hop site to get apartment..Means by 3 way..I tested it the outcome. Realtors sell is higher from these developers .I couldn't believed one of HPD affordable housing was in street easy , and the manager to building was charging 1000.00 more but He didn't know I was a candidate to building smh.
