At the start of the video there are two tour buses parked in a marked parking space, I wonder why the authority's have installed the parking space right opposite a traffic island where pedestrians cross. Though the phone use while driving is a major problem, the video shows that his view was likely partially obstructed by the white van blocking his view of the female pedestrian. He stopped later than usual when she had come into his view. The female pedestrian is also holding a phone to her ear on the same side of her face as that of the car approaching. Therefore she may not have noticed the car in time for her to react accordingly.

Michael peberdy I think these penalties need to be in proportion with other driving offenses. For instance in Western Australia driving 20km/h over the speed limit cops 3 points and a $400 fine, about the same as using a mobile phone whilst driving. I don't really think driving using a mobile phone is a 4 or 5 times worse offense than speeding 20km/h over the limit.

Just an "FYI"... in the US, lane-splitting is illegal and considered reckless. Motorcycles are supposed to be given, and use, as much space as a car (exception: when 2 bikes are travelling together).
