Is there any other way to do this without that kind of paper ? I’ll be using my library’s paper

You can use mod podge but it will take many coats to seal it. You can also try printable vinyl.

I tried using waterslide on plastic cups and it never dries on the cup properly. I must be doing something wrong

It could be the brand of waterslide paper. Mine stuck but eventually it did come off. Some people seal it with Mod Podge or Epoxy.
